SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/6-117.1 new

    Amends the Illinois Vehicle Code. Provides that the Secretary of State and the Department of State Police shall jointly develop policies and procedures to capture and encode fingerprint information on driver's licenses and identification cards issued by the Secretary. Provides that the Secretary and the Department shall submit a report to the Governor and the General Assembly not later than April 1, 2005 on the proposed policies, procedures, costs of implementation, and any recommended changes to rules and statutes. Provides that the Secretary shall implement procedures to capture and encode fingerprint information on all Illinois residents who wish to have that information on their driver's licenses and identification cards issued on or after January 1, 2007.

1     AN ACT in relation to vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Section 6-117.1 as follows:
 
6     (625 ILCS 5/6-117.1 new)
7     Sec. 6-117.1. Fingerprint identification.
8     (a) A fingerprint-based driver's license and
9 identification card is needed in light of terrorism and
10 identity theft. Linking digital photographs with a name
11 confirmed by fingerprints prevents and reduces fraud in
12 commercial transactions, transportation security, and benefits
13 provided by government entitlement programs.
14     The 150 Secretary of State facilities could be used to
15 create a data entry point with easy access to consumers, and
16 this could interface with the State Police's databank of
17 3,000,000 records in the Automated Fingerprint Identification
18 System. Our State infrastructure can also link with the federal
19 government.
20     The General Assembly finds that reliable biometric
21 identification for all driver's licenses and identification
22 cards issued by the Secretary of State is a positive step for
23 the safety and security of Illinois residents and personal and
24 public property. Fingerprint technology has been proven to
25 provide accurate, reliable, and timely identification in a wide
26 variety of applications, and the need will be even greater as
27 our country deals with terrorism.
28     (b) The Secretary of State and the Department of State
29 Police shall jointly develop policies and procedures to capture
30 and encode fingerprint information on driver's licenses and
31 identification cards issued by the Secretary.
