SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/13-714 new

    Amends the Telecommunications Article of the Public Utilities Act. Requires that network interfaces for a residential or business customer be located inside a structure owned, rented, or leased by the customer. Prohibits the location of a network interface on the outside of a structure. Requires reimbursement of any expenses the customer has incurred in making a network interface device compatible with a security system. Effective immediately.

1     AN ACT concerning telecommunications.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 13-714 as follows:
 
6     (220 ILCS 5/13-714 new)
7     Sec. 13-714. Network interface.
8     (a) For the purposes of this Section, "network interface"
9 means the point of termination on the customer's premises at
10 which the local exchange carrier's responsibility for the
11 provision and maintenance of network channel or line service
12 ends. The network interface is part of the network and the
13 order of appearance of central office lines on it is determined
14 solely by the local exchange carrier.
15     (b) The network interface for a residential customer must
16 be located inside a structure owned, rented, or leased by the
17 customer in which the customer resides. The network interface
18 for a business customer must be located inside a structure
19 owned, rented, or leased by the customer in which the customer
20 conducts business. Network interfaces may not be located on the
21 outside of a structure.
22     (c) A telecommunications carrier must, upon request of the
23 customer, reimburse a customer for any expenses the customer
24 has incurred in making a network interface device compatible
25 with a security system, including the purchase and installment
26 of a filtering device.
 
27     Section 99. Effective date. This Act takes effect upon
28 becoming law.
