SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-353 new
30 ILCS 105/5.625 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Domestic Violence Healthcare Response Training Pilot Project Program. Subject to appropriation, requires the Department to fund at least 3 community pilot projects for the advocacy of and training in the healthcare needs of domestic violence victims. Community healthcare organizations may make proposals. Requires the Department to adopt rules to implement the program. Amends the State Finance Act to create the Domestic Violence Healthcare Response Training Fund. Effective immediately.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-353 as follows:
 
7     (20 ILCS 2310/2310-353 new)
8     Sec. 2310-353. Domestic Violence Healthcare Response
9 Training Pilot Programs.
10     (a) Subject to appropriation, the Department, in
11 consultation with the Illinois State Medical Society, the
12 Illinois Hospital Association, and the Illinois Nurses
13 Association, must identify at least 3 pilot sites for the
14 purposes of supporting domestic violence medical advocacy and
15 training projects. These sites and projects must be funded from
16 the Domestic Violence Healthcare Response Training Fund and
17 must do the following:
18         (1)  demonstrate collaboration between a
19     community-based domestic violence program and a health
20     care organization;
21         (2)  develop and implement domestic violence policies
22     and procedures, including universal screenings for all
23     staff of the health care organization;
24         (3)  develop and implement an ongoing domestic
25     violence tracking program for health care organization
26     employees;
27         (4)  provide onsite services and educational materials
28     to inform domestic violence victims of services available
29     in their community; and
30         (5)  evaluate the effectiveness of the program through
31     a long-term study of the effect the program has on women's
32     health and safety outcomes.

1     (b) The Domestic Violence Healthcare Response Training
2 Fund is created as a special fund in the State treasury. The
3 General Assembly may make appropriations to the Fund. Other
4 amounts, from any legal source, may be deposited into the Fund.
5     (c)  The Department must adopt rules to implementing this
6 Section.
 
7     Section 10. The State Finance Act is amended by adding
8 Section 5.625 as follows:
 
9     (30 ILCS 105/5.625 new)
10     Sec. 5.625. The Domestic Violence Healthcare Response
11 Training Fund.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
