SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-8 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Economic Development Advisory Board within the Department of Commerce and Economic Opportunity to make recommendations to the Department on economic development matters. Sets forth procedures by which members are appointed to the Board. Sets forth procedures for the operation of the Board. Sets forth the duties of the Board. Effective immediately.

1     AN ACT concerning economic development.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-8 as follows:
 
7     (20 ILCS 605/605-8 new)
8     Sec. 605-8. Economic Development Advisory Board.
9     (a) The Economic Development Advisory Board is created
10 within the Department.
11     (b) The Advisory Board shall consist of 10 voting members
12 as follows: 2 members appointed by the Governor, one of whom
13 shall be designated as the chairperson of the Advisory Board at
14 the time of appointment; 2 members appointed by the President
15 of the Senate; 2 members appointed by the Minority Leader of
16 the Senate; 2 members appointed by the Speaker of the House of
17 Representatives; and 2 members appointed by the Minority Leader
18 of the House of Representatives. The Director or his or her
19 designee shall serve, ex officio, as a nonvoting member.
20     Of the members appointed by each legislative leader, one
21 must be a member of the General Assembly and one must (i) have
22 meaningful experience in matters concerning economic
23 development; (ii) have knowledge about the economic
24 development needs of the State and its regions; and (iii) have
25 the ability to contribute to the evaluation of current State
26 economic development efforts and to the planning of future
27 endeavors and programs to develop the State's economy.
28     Each appointed member shall serve at the pleasure of the
29 person, or his or her successor, who appointed the member. If a
30 vacancy occurs in the Advisory Board membership, the vacancy
31 shall be filled in the same manner as the initial appointment.
32     All members must be appointed to the Advisory Board on or

1 before January 1, 2005.
2     (c) The Advisory Board may begin to conduct business on
3 January 1, 2005. The Advisory Board may adopt bylaws, it must
4 meet at least once each calendar quarter, and it may establish
5 committees and officers as it deems necessary. For purposes of
6 Advisory Board meetings, a quorum is 6 members. Meetings of the
7 Advisory Board are subject to the Open Meetings Act. The
8 Advisory Board must afford an opportunity for public comment at
9 each of its meetings.
10     (d) Advisory Board members shall serve without
11 compensation, but may be reimbursed for their reasonable travel
12 expenses from funds available for that purpose. The Department
13 shall provide staff and administrative support services to the
14 Advisory Board.
15     (e) The Advisory Board shall make recommendations to the
16 Department concerning all of the following:
17         (1) The development of statewide, regional, and local
18     economic development strategies, objectives, benchmarks,
19     and plans.
20         (2) The assessment and periodic reassessment of these
21     development strategies, objectives, benchmarks, and plans.
22         (3) A review of the State's economic strengths and
23     weaknesses relative to other American states and, where
24     applicable, to foreign nations.
25         (4) The evaluation and periodic reevaluation of the
26     success of economic programs in meeting State, regional, or
27     local economic development goals and strategies and of the
28     effectiveness of the Department's implementation of these
29     economic programs.
30         (5) The development and implementation of cost-benefit
31     analyses of economic development projects and the
32     appraisal of these analyses for business projects seeking
33     economic development assistance.
34         (6) The assessment of State programs and policies
35     implemented and enforced by all other State agencies and
36     their impact on economic development and the business

1     climate in the State.
2         (7) Any other task pertaining to the economic,
3     business, and workforce development of this State.
 
4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
