SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Housing with Services for the Elderly Consolidation Act. Creates the Task Force on Housing with Services for the Elderly Consolidation, composed of representatives of the Department of Public Aid and the Department of Public Health. Provides that the Task Force shall develop a plan for consolidating, under a single State agency, all programs of housing with services for the elderly in Illinois, including, but not limited to, (i) establishments licensed under the Assisted Living and Shared Housing Act and (ii) the Supportive Living Program. Requires the Task Force to perform other functions and to submit a report by January 1, 2005. Abolishes the Task Force on January 1, 2005. Effective immediately.

1     AN ACT in relation to aging.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Housing with Services for the Elderly Consolidation Act.
 
6     Section 5. Purpose. It is the purpose of this Act to
7 provide for the consolidation of all programs for housing with
8 services to the elderly under a single State agency in order to
9 reduce administrative costs, improve efficiency, and
10 coordinate services, and for the transfer to that agency of the
11 rights, powers, duties, and functions currently exercised by
12 various other agencies of State government. The intent of this
13 Act is to centralize certain housing-with-services programs
14 for the elderly that are now offered to the citizens of this
15 State by a number of different State agencies; it is intended
16 to make possible the more effective and efficient operation of
17 the affected programs and services.
 
18     Section 10. Task Force on Housing with Services for the
19 Elderly Consolidation.
20     (a) The Task Force on Housing with Services for the Elderly
21 Consolidation is established.
22     The Task Force shall be composed of the members of the
23 Department of Public Aid's Medicaid Advisory Committee Long
24 Term Care Subcommittee and the Department of Public Health's
25 Assisted Living and Shared Housing Advisory Board. The Task
26 Force shall be co-chaired by the Director of Public Health or
27 his or her designee and the Director of Public Aid or his or
28 her designee.
29     Members of the Task Force shall serve without compensation
30 but may be reimbursed for their reasonable expenses actually
31 incurred in performing their duties.

1     (b) The Task Force shall do the following:
2         (1) Develop a plan for the consolidation of all
3     programs of housing with services for the elderly in
4     Illinois including, but not limited to, (i) establishments
5     licensed under the Assisted Living and Shared Housing Act
6     and (ii) the Supportive Living Program.
7         (2) Work to ensure that the plan developed under item
8     (1) meets and adheres to the goals of quality, efficiency,
9     accountability, and financial responsibility.
10         (3) Study how best to maximize future federal funding
11     for programs for housing with services for the elderly,
12     specifically including consideration of any federal
13     Medicaid, welfare, or block grant reform moneys.
14         (4) Review any other relevant information and make
15     recommendations to ensure a high-quality, efficient,
16     accountable, and financially responsible system for
17     housing with services for the elderly in the State of
18     Illinois.
19         (5) Recommend any necessary implementing legislation
20     and regulatory changes.
21     (c) Staff support services may be provided to the Task
22     Force by the Department of Public Health and the Department of
23     Public Aid, the agencies of State government directly involved
24     in the consolidation of housing with services for the elderly.
25     (d) The Task Force shall submit a report of its findings
26     and recommendations to the Governor and the General Assembly no
27     later than January 1, 2005. It may submit other reports as it
28     deems appropriate.
29     (e) The Task Force is abolished on January 1, 2005.
 
30     Section 99. Effective date. This Act takes effect upon
31 becoming law.
