 1        AN ACT concerning the State Comptroller.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  State  Comptroller  Act  is amended by
 5    changing Section 9.02 as follows:

 6        (15 ILCS 405/9.02) (from Ch. 15, par. 209.02)
 7        Sec. 9.02. Warrants;  federal  funds;  certification.  No
 8    warrant   for   the   expenditure,   disbursement,  contract,
 9    administration, transfer or  use  of  federal  funds  by  any
10    recipient  State  agency subject to the reporting requirement
11    of Section 5.1 of the Bureau of the Budget  Act  "An  Act  to
12    create  a  Bureau  of the Budget and to define its powers and
13    duties and to make  an  appropriation",  approved  April  16,
14    1969,  as  now  or  hereafter  amended, shall be drawn by the
15    Comptroller until the Comptroller receives certification from
16    the recipient  agency  that  such  federal  funds  have  been
17    reported to the Bureau as required by that Section.
