HOUSE JOINT RESOLUTION

 
2     WHEREAS, Identity theft is a major and growing problem in
3 the United States and in Illinois; and
 
4     WHEREAS, An individual's social security number is a
5 primary means of identifying the individual, and the
6 unauthorized disclosure of the individual's social security
7 number creates a substantial risk that the individual's
8 identity may be stolen; and
 
9     WHEREAS, Certain State officers and agencies require
10 individuals to disclose their social security numbers for
11 various reasons, thus creating the potential for the theft of
12 those individuals' identities if their social security numbers
13 are further disclosed without authorization; and
 
14     WHEREAS, The State should take all necessary steps to
15 ensure that the procedures used by its officers and agencies do
16 not facilitate the theft of individuals' identities through the
17 unauthorized disclosure of those individuals' social security
18 numbers; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21 SENATE CONCURRING HEREIN, that the Social Security Number
22 Protection Task Force is created; and be it further
 
23     RESOLVED, That the task force shall consist of the
24 following members:
25         (1) One member representing the House of
26     Representatives, appointed by the Speaker of the House of
27     Representatives;
28         (2) One member representing the House of
29     Representatives, appointed by the Minority Leader of the
30     House of Representatives;

1         (3) One member representing the Senate, appointed by
2     the President of the Senate;
3         (4) One member representing the Senate, appointed by
4     the Minority Leader of the Senate;
5         (5) One member representing the Office of the Attorney
6     General, appointed by the Attorney General;
7         (6) One member representing the Office of the Secretary
8     of State, appointed by the Secretary of State;
9         (7) One member representing the Office of the Governor,
10     appointed by the Governor;
11         (8) One member representing the Department of Natural
12     Resources, appointed by the Director of Natural Resources;
13         (9) One member representing the Department of Public
14     Aid, appointed by the Director of Public Aid;
15         (10) One member representing the Department of
16     Revenue, appointed by the Director of Revenue;
17         (11) One member representing the Department of State
18     Police, appointed by the Director of State Police; and
19         (12) One member representing the Department of
20     Employment Security, appointed by the Director of
21     Employment Security; and be it further
 
22     RESOLVED, That the task force shall examine the procedures
23 used by the State to protect an individual against the
24 unauthorized disclosure of his or her social security number
25 when the State requires the individual to provide his or her
26 social security number to an officer or agency of the State;
27 and be it further
 
28     RESOLVED, That the task force shall report its findings and
29 recommendations to the Governor, the Attorney General, the
30 Secretary of State, and the General Assembly no later than
31 March 15, 2005.
