HOUSE RESOLUTION 414

 
2     WHEREAS, The General Assembly declares that it is the
3 policy of this State to promote peace and friendship with
4 African nations and to promote the success of the descendants
5 of persons from Africa who reside in this State through the
6 creation of the Illinois Africa-America Peace Brigade; and
 
7     WHEREAS, the purposes of the Illinois Africa-America Peace
8 Brigade shall be as follows: to make available to interested
9 African nations men and women of this State qualified for
10 service abroad and willing to serve under conditions of
11 hardship if necessary in order to help the peoples of African
12 nations in meeting their needs for trained manpower,
13 particularly in meeting the basic needs of those living in the
14 poorest areas of those countries; to help promote a better
15 understanding of the citizens of this State on the part of the
16 peoples served and a better understanding of other peoples on
17 the part of the citizens of this State; and to provide
18 emergency resources, especially human resources, to failing
19 schools in the urban inner-city areas of this State in order to
20 provide those failing schools with their need for trained
21 manpower in meeting the basic and remedial educational needs of
22 African-American students; therefore, be it
 
23     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 there is created the Illinois Africa-America Peace Brigade Task
26 Force consisting of 5 members appointed as follows: 3 members
27 of the House of Representatives appointed by the Speaker of the
28 House, one of whom shall be designated the chairperson by the
29 Speaker of the House of Representatives, and 2 members of the
30 House of Representatives appointed by the Minority Leader of
31 the House of Representatives, all of whom shall serve without
32 compensation but shall be reimbursed for their reasonable and
33 necessary expenses from funds appropriated for that purpose;

1 and be it further
 
2     RESOLVED, That the Task Force shall study various issues
3 relating to the promotion of peace and friendship with African
4 nations and the promotion of the success of Illinois residents
5 who are descendants of persons from Africa through the creation
6 of the Illinois Africa-America Peace Brigade; and be it further
 
7     RESOLVED, That the Task Force shall receive the assistance
8 of legislative staff, may employ skilled experts with the
9 approval of the House of Representatives, and shall report its
10 findings to the General Assembly on or before March 31, 2005.
