 1                          HOUSE RESOLUTION

 2        WHEREAS, Ed and Kitty Shumaker have truly  lived  by  the
 3    Golden  Rule  since they moved to Waukegan 34 years ago; they
 4    have been named recipients of the 2003 Book of  Golden  Deeds
 5    Award given by the Waukegan Exchange Club; and

 6        WHEREAS,  While  Mr. Shumaker was employed as director of
 7    purchasing for  Ammco  Tools  in  North  Chicago,  he  became
 8    interested  in  the  real  estate  business;  being a charter
 9    member of the Lake County Apartment Owner's  Association,  he
10    taught creative real estate at the College of Lake County and
11    at  Waukegan  High School Adult Education program; wanting to
12    share his knowledge of real estate with others and encouraged
13    by his students, he, with Kitty's help, wrote a book entitled
14    "Creative Real Estate Investing-One Family's Success  Story";
15    and

16        WHEREAS, Retiring from real estate investing in 1993, Mr.
17    Shumaker  soon  became  restless and sought other avenues for
18    fulfillment; aware that there were individuals  who,  because
19    of  mental  handicap,  addiction, or other conditions, needed
20    help in managing their income  from  government  sources,  he
21    joined  with  others in founding I-PLUS (Independent Positive
22    Living Under Supervision);  this  not  for-profit  agency  is
23    designated  as  the  payee  for persons incapable of managing
24    their  income  from  Social  Security  disability   programs,
25    veteran's  benefit  programs,  and  other sources; the agency
26    pays the client's  bills  such  as  rent  and  utilities  and
27    deposits  any  remaining funds in the client's account  after
28    advancing enough cash to the client for food and clothing and
29    other living expenses; and

30        WHEREAS, Mr. Shumaker then turned  his  attention  toward
31    children  at risk of getting into trouble during after-school
32    hours; he and Kitty founded the Lake Shore  Youth  Center  on

 1    Belvidere  Road in Waukegan, a place where youths could "drop
 2    in" after school; here they could participate in recreational
 3    activities, obtain help with homework, receive guidance  from
 4    volunteer  mentors, and generally be safe from the dangers of
 5    the street or a home with no  parental  supervision;  besides
 6    founding  and  guiding  Lake  Shore Youth Center, for several
 7    years he donated his salary as Waukegan Township Clerk to the
 8    Center;  the  program  is  now  affiliated  with  a  national
 9    organization and called Boys and Girls Club of  Lake  County;
10    thus  he and Kitty's dream of helping kids in need is bearing
11    abundant fruit; and

12        WHEREAS, Among many awards Mr. Shumaker has received  are
13    the  following:  Boys  and  Girls Club of America Outstanding
14    Board Volunteer (in 2002) and Lifetime Achievement Award from
15    United Way of Lake County (in 2002); and

16        WHEREAS, Kitty Shumaker is very  active  in  helping  the
17    hungry  and  the  homeless;  in  1984  she  was  one  of  the
18    organizers  of  the  Bread Basket Soup Kitchen connected with
19    Holy Family Parish and she has coordinated the  project  ever
20    since;  last  year  over 14,000 meals were served at the soup
21    kitchen, and one evening meal per week was provided  for  the
22    15 residents of Staben Center; and

23        WHEREAS,  A  charter member of the Food Resource Council,
24    she is past president and presently serves as a board member;
25    this organization collected and distributed 60 tons  of  food
26    to 18 food pantries and soup kitchens in March of 2003 during
27    its  annual  food  drive, which it sponsors together with the
28    Boy Scouts; and

29        WHEREAS, Mrs. Shumaker is in charge of  registration  for
30    the annual CROP Walk of Northern Lake County held in October;
31    in  2002  CROP  Walk  collected  over $105,000 to feed hungry
32    people and help them feed themselves; and

 1        WHEREAS, Since its beginning in 1986, she  has  been  the
 2    leader  of  the  SPRED  (Special  Religious Education for the
 3    Developmentally Disabled) program held in Holy Family Parish;
 4    members of the team interact with a group of  residents  from
 5    the Kiley Developmental Center on a bi-weekly basis; and

 6        WHEREAS,  Mrs. Shumaker is an active member of the Parish
 7    Council at Holy Family Catholic Church  and  is  involved  in
 8    other parish ministries; and

 9        WHEREAS,  As  Public Relations Coordinator for the Follow
10    Through Program, she edited  the  Follow  Through  Newsletter
11    which  was circulated to school districts across the country;
12    and

13        WHEREAS, Mrs. Shumaker is a past secretary and  currently
14    is  a  board member of the Boys and Girls Club of Lake County
15    and was newsletter  editor  for  the  Lake  County  Apartment
16    Owners Association; and

17        WHEREAS,  Kitty  supports  Ed in his endeavors and Ed, in
18    turn, helps Kitty in the soup kitchen almost daily  with  the
19    many  tasks  involved,  including  pick-up  of  donations and
20    maintenance work at the food pantry; and

21        WHEREAS, Mr. and Mrs. Shumaker's seven children  are  all
22    grown  and  married  and  they  have  23  grandchildren and 3
23    great-grandchildren; on June 25,  2003  they  will  celebrate
24    their 50th wedding anniversary; therefore, be it

25        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
26    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
27    we  salute Ed and Kitty Shumaker for being chosen the Book of
28    Golden Deeds Award recipients for 2003 and wish them well  in
29    all their future endeavors; and be it further

30        RESOLVED,  That  a  suitable  copy  of this resolution be
31    presented to Ed and Kitty Shumaker as an  expression  of  our

 1    respect and esteem.
