 1                          HOUSE RESOLUTION

 2        WHEREAS, The highest award the National  Council  of  the
 3    Boy  Scouts  of  America  can  bestow upon a Scout is that of
 4    Eagle Scout; and

 5        WHEREAS, Scott McKinley Haines of Boy Scout  Troop  1226,
 6    in  Troy,  attained  the rank of Eagle Scout on September 11,
 7    2003; and

 8        WHEREAS, In order to qualify as an Eagle Scout,  a  young
 9    man  must  demonstrate outstanding qualities of leadership, a
10    willingness to be of help to others, and superior  skills  in
11    camping, lifesaving, and first aid; and

12        WHEREAS, In earning this high rank, Scott McKinley Haines
13    joins  an  elite  and  honorable fraternity of achievers that
14    counts among its members  an  extraordinary  number  of  this
15    nation's  great  leaders  in business, government, education,
16    and other sectors of society; and

17        WHEREAS, Scott McKinley Haines was  born  in  Montgomery,
18    Alabama  on  September  28,  1988; an United States Air Force
19    dependent, Scott has lived in Alabama,  New  York,  Delaware,
20    the  United  Kingdom,  North  Carolina, and Illinois; he is a
21    member of Troy United  Methodist  Church,  who  sponsors  Boy
22    Scout Troop 1226; Scott attends Triad High School where he is
23    a  member  of  the  track  and  cross-country teams and Model
24    United Nations; and

25        WHEREAS, The achievement  of  the  rank  of  Eagle  Scout
26    reflects  favorably  upon  the  recipient,  his  justly proud
27    family, his Scoutmaster, and his fellow scouts; therefore, be
28    it

29        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
30    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
31    we join  his  family  and  friends  in  congratulating  Scott

 1    McKinley  Haines  upon  attaining  the  coveted rank of Eagle
 2    Scout and commend  him  upon  the  unswerving  dedication  to
 3    excellence that is the hallmark of the Eagle Scout; and be it

 5        RESOLVED,  That  a  suitable  copy  of this resolution be
 6    presented  to  Eagle  Scout  Scott  McKinley  Haines  as   an
 7    expression of our respect and esteem.
