HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate Dr. Lynne Rauch on her
4 retirement after 34 years in education and 9 years as the
5 Superintendent of Schools in Schaumburg Community Consolidated
6 School District 54 on June 30, 2004; and
 
7     WHEREAS, Dr. Rauch came to District 54 in 1995 from
8 Stockton, California, where she had spent five years as
9 superintendent of Lincoln Public Schools; she received a
10 bachelor and master's degree in education from Eastern Illinois
11 University and a doctorate of education from the University of
12 San Francisco; and
 
13     WHEREAS, Dr. Rauch is only the fifth superintendent to
14 serve District 54 in its 51 years as a public school district;
15 during her tenure in District 54, Dr. Rauch has initiated many
16 unique educational programs, has involved the community within
17 the district, and has led an excellent educational system for
18 the students; and
 
19     WHEREAS, Dr. Rauch has helped District 54 stay in the black
20 despite operating under a tax cap that limits the additional
21 amount of revenues taxing bodies can collect each year; the
22 school district has not had a tax referendum during her nine
23 years in the district; while operating under this balanced
24 budget, District 54 students have continued to exceed State
25 averages on the Illinois Standards Achievement Tests given to
26 students each spring; and
 
27     WHEREAS, Dr. Rauch has also led the district to develop
28 stronger ties with State legislators, strengthening their
29 understanding of the needs of education and finances in
30 District 54; and

1     WHEREAS, School District 54 has received many awards and
2 honors under the leadership of Dr. Rauch including: the Break
3 the Mold Award; the Magna Award; the Honorary Award for Service
4 to Persons with Disabilities; the Distinguished Service Award;
5 Meritorious Budget Awards from the Association of School
6 Business Officials since 1998; four National Blue Ribbon School
7 Awards (Armstrong, Collins and Stevenson Elementary Schools
8 and Mead Junior High School); two Service Recognition Awards
9 from the Illinois Alliance for Arts Education in 2001; the
10 Bright Red Apple Award each year; three Golden Apple Teacher
11 Awards; seven Those Who Excel Awards; the 1999 Bilingual
12 Teacher of the Year Award; and the 2000 Outstanding New Teacher
13 of the Year Award (NEA); in addition, District 54's Open
14 Enrollment Fair received the Golden Achievement Award from the
15 National School Public Relations Association in 2002, and the
16 District 54 50th Anniversary Celebration received the
17 Achievement Award from the Illinois Chapter of the National
18 School Public Relations Association in 2003; therefore, be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21 congratulate Dr. Lynne Rauch on her retirement from many years
22 of dedicated service to the field of education and wish her
23 good health and happiness in all of her future endeavors; and
24 be it further
 
25     RESOLVED, That a suitable copy of this resolution be
26 presented to Dr. Lynne Rauch as a token of our respect and
27 esteem.
