HOUSE RESOLUTION

 
2     WHEREAS, Some of the most significant acts of substantive
3 legislation enacted during each spring session of each General
4 Assembly are contained in the annual Budget Implementation bill
5 or bills enacted by the legislature in the final weeks of each
6 year's legislative spring session; and
 
7     WHEREAS, Historically, and in view of the Constitutional
8 role of the Governor as the Chief Executive of the State, the
9 draft or drafts of the Budget Implementation bills for each
10 fiscal year are prepared by the Governor's Office of Management
11 and Budget; and
 
12     WHEREAS, Historically, and in view of the Constitutional
13 role of the General Assembly as the chief lawmaking body of the
14 State, a co-equal branch of State government with the Office of
15 the Governor, the Governor's office has presented the annual
16 Budget Implementation bill or bills to the General Assembly in
17 a manner that allows timely and thoughtful consideration of
18 these bills, and their various elements, by General Assembly
19 members; and
 
20     WHEREAS, General Assembly members are responsible, in the
21 eyes of the people of Illinois, for the elements contained in
22 each year's Budget Implementation bills, because they have
23 voted on them and enacted them into law; therefore, be it
 
24     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
26 urge the Governor to coordinate the unveiling and presentation
27 of his Fiscal Year 2005 Budget Implementation bills, and
28 gubernatorial amendments to these bills, with the leaders of
29 the 4 General Assembly caucuses; and be it further
 
30     RESOLVED, That we urge the Governor, the Speaker of the

1 House of Representatives, and the President of the Senate to
2 cooperate in such a manner as to ensure that the members of
3 each house of the General Assembly are given at least 24 hours
4 for study and analysis of each gubernatorial Fiscal Year 2005
5 Budget Implementation bill or amendment prior to any vote being
6 taken on these bills or amendments on the House floor, on the
7 Senate floor, in House committee, or in Senate committee; and
8 be it further
 
9     RESOLVED, That copies of this resolution be presented to
10 the Governor of the State of Illinois, Rod Blagojevich, and to
11 the Director of the Office of Management and Budget, John
12 Filan.
