 1        AN ACT concerning municipalities.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:


 4        Section 5.  The  Municipal  Code  is  amended  by  adding
 5    Section 1-2-4.1 as follows:

 6        (65 ILCS 5/1-2-4.1 new)
 7        Sec.  1-2-4.1.  Educational governmental entities.  Every
 8    educational governmental entity is subject to and must comply
 9    with all ordinances and regulations of  a  municipality  when
10    the  ordinance  or regulation relates to any of the following
11    subject matters within the  territory  of  the  municipality:
12    health,  safety, zoning, and land use and, to the extent that
13    an ordinance imposes a duty to collect a tax or fee on behalf
14    of the municipality, revenue and finance.   Nothing  in  this
15    Section  diminishes  or  otherwise  affects  the  power  of a
16    municipality to enforce its ordinances and  regulations  with
17    respect  to  units  of  government  that  are not educational
18    governmental entities.  As used in this Section, "educational
19    governmental entity" means any "public institution of  higher
20    education",  as  defined in Section 1 of the Higher Education
21    Act, and any school district.
