 1        An   Act   concerning   executive   branch   boards   and
 2    commissions.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  1.  Short  title.  This  Act may be cited as the
 6    Executive Branch Boards and Commissions Appointment Act.

 7        Section 5.  Qualifications. No person may be appointed to
 8    an executive board or commission unless his or her background
 9    indicates  that  he  or  she  possesses  the   qualifications
10    necessary to adequately perform the duties of the position to
11    which he or she seeks appointment.

12        Section  10.  Resume.  All  applicants for appointment to
13    any executive board or commission must  submit  a  resume  or
14    curriculum  vitae  to the appointing authority. The applicant
15    must also submit a copy of the resume or curriculum vitae  to
16    any ethics commission of the executive branch that is created
17    under Section 45 of the State Gift Ban Act.

18        Section  15.  Job  descriptions.  A  description  of  the
19    duties  and  functions of each position on an executive board
20    or commission must be published on the Internet web  site  of
21    that  board or commission or must be otherwise made available
22    to the public if no web site exists.

23        Section 20.  Prohibited appointments. No family member of
24    any elected official may be considered for appointment to  an
25    executive branch board or commission.
