 1        AN ACT concerning libraries.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Libraries Act is amended by  adding
 5    Section 25 as follows:

 6        (15 ILCS 320/25 new)
 7        Sec.  25.  State  Library  Fund;  disposition  of  moneys
 8    received.  Any  moneys  received  by  the  State  Library for
 9    reimbursement for lost or damaged books, for photocopies,  or
10    as  transfers  from  other  funds  and  any monetary gifts or
11    bequests provided to the State  Library  shall  be  deposited
12    into the State Library Fund, a special fund hereby created in
13    the State treasury. Moneys in the State Library Fund, subject
14    to  appropriation,  may be expended by the State Librarian to
15    increase the collection of books, records, and  holdings;  to
16    hold  public  forums;  to  purchase  equipment  and  resource
17    materials  for the State Library; and for the upkeep, repair,
18    and maintenance of the State Library building and grounds.

19        Section 10.  The State Finance Act is amended  by  adding
20    Section 5.595 as follows:

21        (30 ILCS 105/5.595 new)
22        Sec. 5.595. The State Library Fund.

23        Section  99.  Effective  date.   This Act takes effect on
24    January 1, 2004.
