SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/21-0.01

    Amends the School Code. Gives the State Teacher Certification Board the power to simplify or streamline the teacher certification process in order to make the process more efficient for both the State Teacher Certification Board and certificate applicants. Effective July 1, 2004.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 21-0.01 as follows:
 
6     (105 ILCS 5/21-0.01)
7     Sec. 21-0.01. Powers after January 1, 1998. Beginning on
8 January 1, 1998 and thereafter, the State Board of Education,
9 in consultation with the State Teacher Certification Board,
10 shall have the power and authority to do all of the following:
11         (1) set standards for teaching, supervising, or
12     holding other certificated employment in the public
13     schools, and administer the certification process as
14     provided in this Article; provided, however, that the State
15     Teacher Certification Board shall be solely responsible
16     for the renewal of Standard Teaching Certificates as
17     provided in Sections 21-2 and 21-14 of this Code and the
18     State Teacher Certification Board shall have the power to
19     simplify or streamline the teacher certification process
20     outlined in this Article in order to make the process more
21     efficient for both the State Teacher Certification Board
22     and certificate applicants;
23         (2) approve and evaluate teacher and administrator
24     preparation programs;
25         (3) enter into agreements with other states relative to
26     reciprocal approval of teacher and administrator
27     preparation programs;
28         (4) establish standards for the issuance of new types
29     of certificates; and
30         (5) take such other action relating to the improvement
31     of instruction in the public schools through teacher
32     education and professional development and that attracts

1     qualified candidates into teacher training programs as is
2     appropriate and consistent with applicable laws.

4     Section 99. Effective date. This Act takes effect July 1,
5 2004.
