Creates the High-Speed Internet Map Act. Requires the Governor's Rural Affairs Council to (i) prepare an interactive Internet-based map of the State's telecommunications infrastructure and (ii) make recommendations to the Governor and to the General Assembly concerning the implementatin of high-speed Internet access throughout the State. Provides that all moneys deposited into the High-Speed Internet Map Fund shall be expended by the Governor's Rural Affairs Council for the purposes of the Act. Provides that money from any legal public or private sources may be deposited into the Fund. Amends the State Finance Act. Establishes the High-Speed Internet Map Fund, a special fund in the State Treasury.

| AN ACT concerning high-speed Internet.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 1. Short title. This Act may be cited as the |
| 5 |
| High-Speed Internet Map Act.
|
| 6 |
| Section 5. Telecommunications infrastructure; interactive |
| 7 |
| map; recommendations. |
| 8 |
| (a) The Governor's Rural Affairs Council, as established by |
| 9 |
| Executive Order Number 7 (1986), shall prepare an |
| 10 |
| Internet-based interactive map that details the State's |
| 11 |
| telecommunications infrastructure in order to facilitate |
| 12 |
| informed decisions concerning regulation of and investment in |
| 13 |
| the State's telecommunications infrastructure. The map must be |
| 14 |
| continuously updated with Statewide information including, but |
| 15 |
| not limited to, the following: (i) broadband availability; (ii) |
| 16 |
| population demographics; (iii) business demographics; and (iv) |
| 17 |
| the locations of schools, hospitals, and government |
| 18 |
| facilities. |
| 19 |
| (b) The Council, in cooperation with the Illinois Century |
| 20 |
| Network, shall make recommendations to the Governor and to the |
| 21 |
| General Assembly concerning the implementation of high-speed |
| 22 |
| Internet access throughout the State.

| 23 |
| Section 10. High-Speed Internet Map Fund. The High-Speed |
| 24 |
| Internet Map Fund is created as a special fund in the State |
| 25 |
| treasury. All moneys in the High-Speed Internet Map Fund, |
| 26 |
| subject to appropriation, shall be expended by the Governor's |
| 27 |
| Rural Affairs Council for the purposes of this Act. Money from |
| 28 |
| any legal public or private sources may be deposited ino the |
| 29 |
| Fund.
