SENATE JOINT RESOLUTION

 
2     WHEREAS, Viable mass-transit systems are essential to the
3 economic welfare of the State; and
 
4     WHEREAS, The use of mass transit reduces noise and air
5 pollution, reduces traffic congestion, and reduces our
6 dependency on foreign energy sources; and
 
7     WHEREAS, The General Assembly created the Regional
8 Transportation Authority ("RTA") to ensure financially sound,
9 comprehensive, and coordinated public transportation for
10 northeastern Illinois; and
 
11     WHEREAS, It is in the interest of the State of Illinois
12 that the RTA provide the highest-quality mass-transit service
13 possible; therefore, be it
 
14     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
15 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
16 CONCURRING HEREIN, that there is created the Regional
17 Transportation Authority Task Force consisting of 16 members
18 appointed as follows: 4 members appointed by the President of
19 the Senate, 2 of whom are members of the General Assembly; 4
20 members appointed by the Minority Leader of the Senate, 2 of
21 whom are members of the General Assembly; 4 members appointed
22 by the Speaker of the House of Representatives, 2 of whom are
23 members of the General Assembly; and 4 members appointed by the
24 Minority Leader of the House of Representatives, 2 of whom are
25 members of the General Assembly; at the time of appointment,
26 each legislative leader must designate one appointee who is a
27 member of the General Assembly to serve as co-chair of the Task
28 Force; and be it further
 
29     RESOLVED, That the Regional Transportation Authority Task
30 Force must review the operation of the RTA to determine what,

1 if any, action by the General Assembly is necessary to improve
2 the mass-transit services provided by the RTA; and be it
3 further
 
4     RESOLVED, That the Regional Transportation Authority Task
5 Force must meet at least 5 times before October 31, 2004; and
6 be it further
 
7     RESOLVED, That members of the Regional Transportation
8 Authority Task Force may be reimbursed for their reasonable
9 expenses for their service to the Task Force from funds
10 appropriated for that purpose; and be it further
 
11     RESOLVED, That the Regional Transportation Authority Task
12 Force, upon the concurrence of at least 9 members, must present
13 a bi-partisan report of its findings and recommended
14 legislation to the General Assembly on or before October 31,
15 2004.
