SENATE RESOLUTION

 
2     WHEREAS, The members of the Senate of the State of Illinois
3 learned with regret of the death of C. Vincent Bakeman, Ph.D.,
4 on February 15, 2004; and
 
5     WHEREAS, C. Vincent Bakeman was born on June 23, 1933; and
 
6     WHEREAS, Dr. Bakeman served for 30 years as President/CEO
7 and Co-founder of Human Resources Development Institute, Inc.,
8 a leading behavioral healthcare provider of mental health,
9 community health, case management, child welfare, and alcohol
10 and substance abuse prevention and treatment services; and
 
11     WHEREAS, During his time, Dr. Bakeman served as Deputy
12 President for the International Council of Alcohol and
13 Addictions (ICAA) and was the ICAA representative to the United
14 Nations Economic and Social Council's Commission on Narcotic
15 Drugs; he also served on several international planning and
16 policy making bodies, was a representative of the International
17 Labor Council, and regularly conducted substance abuse and
18 rehabilitation training programs for health care professionals
19 in Africa, North America, and Europe; he served as a substance
20 abuse demand reduction expert for the United Nations Drug
21 Control Program and the U.S. Department of State; he was a
22 member of the Center for Substance Abuse Prevention (CSAP)
23 National Advisory Council; in January 1999, Dr. Bakeman was
24 appointed to the Illinois Government Task Force, as a member of
25 the Healthcare and Substance Abuse Committee for Governor
26 George Ryan's Transition Team; and
 
27     WHEREAS, A highly regarded lecturer, educator, and
28 consultant, Dr. Bakeman worked in an advisory capacity for a
29 number of business, health, and community service
30 organizations, including the National Institute of Mental
31 Health, the Chicago Board of Education, and Family Services of

1 America; and
 
2     WHEREAS, During his lengthy career, Dr. Bakeman also served
3 as the President of the Illinois Alcoholism and Drug Dependence
4 Association and Chairman of the Policies and Systems Committee
5 of the Illinois Governor's Task Force that created the
6 Department of Alcoholism and Substance Abuse; he was most
7 recently a member of the Illinois Advisory Committee to the
8 Human Services Legislative Reorganization Task Force; other
9 appointments for Dr. Bakeman have included the Illinois
10 Governor's Planning Council and review consultant for the
11 Office of Treatment Improvement in Washington, D.C.; and
 
12     WHEREAS, Dr. Bakeman held doctorate and master's degrees in
13 public policy and administration from Nova University, as well
14 as a master's degree in counseling from Chicago State
15 University; he held certificates in international and U.S.
16 public policy from the Brookins Institution and the Mexican
17 National Public Administration Institute; he was a graduate of
18 Kentucky State University and held a bachelor's degree in
19 health and physical education; therefore, be it
 
20     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
21 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22 C. Vincent Bakeman, Ph.D., and we extend our deepest sympathy
23 to his family, friends, colleagues, and all who knew and loved
24 him; and be it further
 
25     RESOLVED, That a suitable copy of this resolution be
26 presented to the family of C. Vincent Bakeman, Ph.D., as an
27 expression of our sincere condolences during their time of
28 bereavement.
