HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor the 10-year tenure of our
4esteemed colleague, Representative Sam Yingling, and thank him
5for his dedicated service to his community and our State; and
 
6    WHEREAS, Rep. Yingling was born and raised in Lake County,
7and he attended Carmel Catholic High School in Mundelein; he
8graduated from DePaul University in Chicago, where he studied
9Public Policy & Administration and Metropolitan Land Use
10(Urban Planning) and Political Science; and
 
11    WHEREAS, From a young age, Rep. Yingling learned the value
12of hard work by helping his grandparents and parents with the
13family-owned restaurant, which fostered his entrepreneurial
14spirit and led him to become a small business owner and a
15realtor; and
 
16    WHEREAS, Rep. Yingling has been dedicated to the Lake
17County community by serving as a board member of the immigrant
18resource center Mano a Mano, the former president of the Round
19Lake Chamber of Commerce, and a member of the Round Lake Beach
20Cultural and Civic Center Foundation; and
 
21    WHEREAS, Rep. Yingling has been a passionate public

1servant; he started his career in government as the supervisor
2of the Avon Township, a position he held from 2009 to 2013,
3during which he cut taxes for residents while protecting
4important services; and
 
5    WHEREAS, Rep. Yingling was elected to the Illinois House
6of Representatives in 2013, becoming the first openly LGBTQ+
7member elected outside the City of Chicago; and
 
8    WHEREAS, Using his experience as a former township
9supervisor, Rep. Yingling served as the chairman of the
10Counties and Townships Committee and the Government
11Consolidation & Modernization Committee; he worked to reform
12local government to make it more transparent and
13taxpayer-friendly by consolidating redundant units of
14government and barring politicians from receiving multiple
15taxpayer-funded paychecks for the same job; and
 
16    WHEREAS, Rep. Yingling has been a leading voice in the
17efforts to reform Illinois' property tax system and bring
18financial relief to his constituents; he was the chairman of
19the Property Tax Relief Task Force and fought to make
20taxpayer-friendly reforms to the Lake County Assessor's
21Office; and
 
22    WHEREAS, Rep. Yingling has been a leader in the fight for

1marriage equality and an advocate for the LGBTQ+ community; he
2played a pivotal role in helping pass legislation legalizing
3gay marriage in Illinois; he also introduced and sponsored a
4number of bills to crack down on abusive conversion therapy;
5and
 
6    WHEREAS, Rep. Yingling has worked tirelessly to bring
7much-needed resources into his district; he regularly held
8resource fairs, Know Your Rights seminars, student financial
9aid workshops, and other events to help provide support to his
10constituents; and
 
11    WHEREAS, All who served alongside Rep. Yingling will miss
12his friendship and his commitment to serving his constituents
13and bettering the State for all of its citizens; therefore, be
14it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Representative Sam Yingling on his
18achievements, thank him for his years of dedication to serving
19the people of his district and the State of Illinois, and wish
20him the best in all of his future endeavors; and be it further
 
21    RESOLVED, That suitable copy of this resolution be
22presented to Rep. Yingling as an expression of our esteem and
