1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Sections 3-699.23 and 3-699.24 as follows:
 
6    (625 ILCS 5/3-699.23 new)
7    Sec. 3-699.23. Defense Superior Service license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Defense Superior Service
11license plates to recipients awarded the Defense Superior
12Service Medal by a branch of the armed forces of the United
13States who reside in this State. The special plates issued
14pursuant to this Section shall be affixed only to passenger
15vehicles of the first division, motorcycles, and motor
16vehicles of the second division weighing not more than 8,000
17pounds. The Secretary may allow the plates to be issued as
18vanity or personalized plates in accordance with Section
193-405.1 of this Code. The Secretary shall make a version of the
20special registration plates authorized under this Section in a
21form appropriate for motorcycles.
22    (b) The plates shall display the Defense Superior Service
23Medal. In all other respects, the design and color of the

1plates shall be wholly within the discretion of the Secretary.
2Appropriate documentation, as determined by the Secretary,
3shall accompany each application. The Secretary may, in his or
4her discretion, allow the plates to be issued as vanity plates
5or personalized in accordance with Section 3-405.1 of this
6Code. The plates are not required to designate "Land of
7Lincoln", as prescribed in subsection (b) of Section 3-412 of
8this Code. The Secretary shall prescribe the eligibility
9requirements and, in his or her discretion, shall approve and
10prescribe stickers or decals as provided under Section 3-412.
11No registration fee, including the fees established under
12Section 3-806 of this Code, shall be charged for the issuance
13or renewal of any plates issued under this Section. However,
14no individual shall be issued more than one pair of plates
15under this Section for which no fee is required in accordance
16with Section 3-806.2.

20    (a) The Secretary, upon receipt of an application made in

23Service license plates to recipients awarded the Defense
24Superior Service Medal by a branch of the armed forces of the

1issued pursuant to this Section shall be affixed only to
2passenger vehicles of the first division, motorcycles, and
3motor vehicles of the second division weighing not more than
48,000 pounds. The Secretary may allow the plates to be issued
5as vanity or personalized plates in accordance with Section
63-405.1 of this Code. The Secretary shall make a version of the
7special registration plates authorized under this Section in a
8form appropriate for motorcycles.
9    (b) The plates shall display the Defense Distinguished
10Service Medal. In all other respects, the design and color of
11the plates shall be wholly within the discretion of the
12Secretary. Appropriate documentation, as determined by the
13Secretary, shall accompany each application. The Secretary
14may, in his or her discretion, allow the plates to be issued as
15vanity plates or personalized in accordance with Section
163-405.1 of this Code. The plates are not required to designate
