| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Philip "Phil" Cowan of Glenview, who | 4 | | passed away on February 16, 2023; and
| 5 | | WHEREAS, Phil Cowan was born in Chicago on March 23, 1939; | 6 | | he was the son of Cecil and Irving Cohen and the twin brother | 7 | | of Ned Cowan; he graduated from the University of Illinois in | 8 | | 1961; he received his Juris Doctor from DePaul University | 9 | | College of Law; and
| 10 | | WHEREAS, After law school, Phil Cowan served in the U.S. | 11 | | Army, and he eventually became an officer in the Judge | 12 | | Advocate General Corps (JAG) of the U.S. Army Reserve; and
| 13 | | WHEREAS, Phil Cowan practiced law at Berger, Newmark, and | 14 | | Fenchel, P.C. for more than six decades; during that time, he | 15 | | chaired the firm's Labor and Employment Group and served as | 16 | | director, vice president, and treasurer before ultimately | 17 | | becoming the firm's managing partner; and
| 18 | | WHEREAS, Phil Cowan was an active participant in the | 19 | | Midwest Friends of the Israel Sports Center for the Disabled, | 20 | | an international non-denominational program providing | 21 | | financial support to the Center, which has empowered over |

| 1 | | 2,500 physically disabled men, women, and children to | 2 | | participate in physical and psychological rehabilitation | 3 | | through sports to attain the goal of leading productive and | 4 | | successful lives; and
| 5 | | WHEREAS, Phil Cowan loved golfing, but he never kept | 6 | | score, valuing the time he shared with his family and friends | 7 | | as what mattered most; and
| 8 | | WHEREAS, Phil Cowan was known for his larger than life | 9 | | personality and for instilling in all that knew him a zest for | 10 | | gracious living and the importance of family and lifelong | 11 | | friendships; his love and devotion to his wife, Arleen, and | 12 | | his family were clear, as he praised their achievements and | 13 | | accomplishments every chance he could; and
| 14 | | WHEREAS, Phil Cowan was the husband of Arleen Cowan for 62 | 15 | | years; the father of Lisa (Chris) Junker and Senator Laura | 16 | | (Michael) Fine; the grandfather of Ashley, Allie, and Joshua | 17 | | Junker and Jeremy and Jacob Fine; the great-grandfather of | 18 | | Jason and Jessica; the brother of Ned (the late Linda) Cowan | 19 | | and Eleanor (Arnold) Leib; and the brother-in-law of the late | 20 | | Jerry (Judith) Malkin; therefore, be it
