SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Philip "Phil" Cowan of Glenview, who
4passed away on February 16, 2023; and
 
5    WHEREAS, Phil Cowan was born in Chicago on March 23, 1939;
6he was the son of Cecil and Irving Cohen and the twin brother
7of Ned Cowan; he graduated from the University of Illinois in
81961; he received his Juris Doctor from DePaul University
9College of Law; and
 
10    WHEREAS, After law school, Phil Cowan served in the U.S.
11Army, and he eventually became an officer in the Judge
12Advocate General Corps (JAG) of the U.S. Army Reserve; and
 
13    WHEREAS, Phil Cowan practiced law at Berger, Newmark, and
14Fenchel, P.C. for more than six decades; during that time, he
15chaired the firm's Labor and Employment Group and served as
16director, vice president, and treasurer before ultimately
17becoming the firm's managing partner; and
 
18    WHEREAS, Phil Cowan was an active participant in the
19Midwest Friends of the Israel Sports Center for the Disabled,
20an international non-denominational program providing
21financial support to the Center, which has empowered over

12,500 physically disabled men, women, and children to
2participate in physical and psychological rehabilitation
3through sports to attain the goal of leading productive and
4successful lives; and
 
5    WHEREAS, Phil Cowan loved golfing, but he never kept
6score, valuing the time he shared with his family and friends
7as what mattered most; and
 
8    WHEREAS, Phil Cowan was known for his larger than life
9personality and for instilling in all that knew him a zest for
10gracious living and the importance of family and lifelong
11friendships; his love and devotion to his wife, Arleen, and
12his family were clear, as he praised their achievements and
13accomplishments every chance he could; and
 
14    WHEREAS, Phil Cowan was the husband of Arleen Cowan for 62
15years; the father of Lisa (Chris) Junker and Senator Laura
16(Michael) Fine; the grandfather of Ashley, Allie, and Joshua
17Junker and Jeremy and Jacob Fine; the great-grandfather of
18Jason and Jessica; the brother of Ned (the late Linda) Cowan
19and Eleanor (Arnold) Leib; and the brother-in-law of the late
20Jerry (Judith) Malkin; therefore, be it
 
21    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
22ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Philip "Phil" Cowan and extend our sincere condolences to his
2family, friends, and all who knew and loved him; and be it
3further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the family of Phil Cowan as an expression of our
6deepest sympathy.
