1     AN ACT concerning transportation, which may be referred to
2 as the Dorian Riley Law.
 
3     Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
 
5     Section 5. The State Finance Act is amended by adding
6 Section 5.640 as follows:
 
7     (30 ILCS 105/5.640 new)
8     Sec. 5.640. The Traffic Control Signal Preemption Devices
9 for Ambulances Fund.
 
10     Section 10. The Illinois Vehicle Code is amended by adding
11 Section 12-601.2 as follows:
 
12     (625 ILCS 5/12-601.2 new)
13     Sec. 12-601.2. Traffic control signal preemption devices;
14 ambulances.
15     (a) In a county with a population of 2,000,000 or more,
16 subject to appropriation, any ambulance owned or operated by a
17 municipality with a population of less than 500,000 must be
18 equipped with a traffic control signal preemption device as
19 defined in Section 12-601.1 of this Code, if any route used by
20 that ambulance includes any roadway that is equipped with
21 traffic control signal preemption technology.
22     (b) In counties with a population of less than 2,000,000,
23 subject to appropriation, any ambulance owned or operated by a
24 municipality with a population of more than 50,000 must be
25 equipped with a traffic control signal preemption device as
26 defined in Section 12-601.1 of this Code, if any route used by
27 that ambulance includes any roadway that is equipped with
28 traffic control signal preemption technology.
29     (c) The Traffic Control Signal Preemption Devices for
30 Ambulances Fund is created as a special fund in the State

1 treasury. The Traffic Control Signal Preemption Devices for
2 Ambulances Fund may receive private gifts and contributions.
3 All moneys in the Traffic Control Signal Preemption Devices for
4 Ambulances Fund shall, subject to appropriation by the General
5 Assembly and approval by the Secretary, be paid as grants to
6 municipalities subject to the requirements of this Section for
7 the purpose of equipping their ambulances with traffic control
8 signal preemption devices. The moneys in the Fund may not be
9 used for any other purpose.
