Amends the Board of Higher Education Act. Requires the Board, in consultation with the Department of Commerce and Economic Opportunity, to develop a regional education and career pathways partnership program to target high-wage jobs in key economic sectors and address business and industry needs by providing employers with a well-prepared workforce. Provides that after the program is developed, but no later than January 1, 2007, the Board shall file a report with the General Assembly describing the program and estimating the cost of the program. Provides that the Board may not implement the program until after this report has been filed and funding to implement the program has been appropriated.

| AN ACT concerning eduction.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
| 5 |
| adding Section 9.30 as follows:
|

| Sec. 9.30. Regional Education and Career Pathways |
| 8 |
| Partnership Program. The Board, in consultation with the |
| 9 |
| Department of Commerce and Economic Opportunity, shall develop |
| 10 |
| a regional education and career pathways partnership program to |
| 11 |
| target high-wage jobs in key economic sectors and address |
| 12 |
| business and industry needs by providing employers with a |
| 13 |
| well-prepared workforce. The program shall do both of the |
| 14 |
| following: |
| 15 |
| (1) Address regional and local economies while |
| 16 |
| focusing on increasing job accessibility, particularly for |
| 17 |
| those individuals from disadvantaged backgrounds. |
| 18 |
| (2) Establish regional partnerships with public |
| 19 |
| community colleges, public universities, businesses and |
| 20 |
| industries, economic development agencies, unions, and |
| 21 |
| employer groups to support career advancements, connect |
| 22 |
| higher education course loads to employer needs, and expand |
| 23 |
| employer health, vision, dental, and compensation |
| 24 |
| benefits. |
| 25 |
| After the program is developed, but no later than January |
| 26 |
| 1, 2007, the Board shall file a report with the General |

| Assembly, as provided in Section 3.1 of the General Assembly |
| 28 |
| Organization Act, describing the program and estimating the |
| 29 |
| cost of the program. The Board may not implement the program |

| the program has been appropriated.
