1     AN ACT concerning criminal law.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Interstate Sex Offender Task Force Act.
 
6     Section 5. Findings. The General Assembly finds as follows:
7     (1) That the protection of women and children from sexual
8 assault is critically important.
9     (2) That every state in the nation has a sex offender
10 registration law.
11     (3) That Illinois, as well as other states in the nation,
12 including Iowa and Missouri, have laws restricting where
13 convicted or registered sex offenders may reside.
14     (4) That the residency restrictions are not consistent
15 between states.
16     (5) That the disparity in residency restrictions and
17 registration requirements is of concern to communities and law
18 enforcement in Illinois.
19     (6) That it would benefit Illinois, its citizens, and its
20 border states, including Iowa and Missouri, for a task force to
21 be created to analyze the impact of the disparity between
22 states regarding registration requirements and residency
23 restrictions on convicted or registered sex offenders, or both.
 
24     Section 10. Interstate Sex Offender Task Force.
25     (a) The Interstate Sex Offender Task Force is created.
26     (b) The Interstate Sex Offender Task Force shall convene
27 and initially meet not later than 30 days after the effective
28 date of this Act and shall meet thereafter as frequently as
29 necessary to carry out its duties as required by this Act.
30     (c) The Task Force shall consist of members representing
31 the Illinois Department of Corrections, the Illinois State

1 Police, the Office of the Illinois Attorney General, statewide
2 sexual assault victim service providers, and such other
3 criminal justice and law enforcement entities and
4 organizations as deemed appropriate by the Illinois State
5 Police.
6     (d) The Task Force shall coordinate its meetings and
7 studies with such representatives of similar organizations in
8 the other states as may be appropriate, including but not
9 limited to those in Iowa, Wisconsin, Indiana, Kentucky, and
10 Missouri.
11     (e) The Task Force shall examine the following:
12         (1) The systems of communication between states
13     regarding the interstate movement of registered sex
14     offenders.
15         (2) The laws of Illinois and its border states that
16     restrict and affect where convicted or registered sex
17     offenders may reside.
18         (3) The extent to which law enforcement resources are
19     affected by residency restrictions.
20         (4) The impact of residency restrictions on the parole,
21     mandatory supervised release, and probation systems in
22     Illinois.
23     (f) The Illinois Department of Corrections shall provide
24 staff and administrative support services to the Task Force.
25     (g) The Task Force shall report its findings and
26 recommendations to the Governor, the Attorney General, and the
27 General Assembly no later than January 1, 2007.
 
28     Section 99. Effective date. This Act takes effect upon
29 becoming law.
