HOUSE JOINT RESOLUTION

 
2     WHEREAS, The 2005 budget book identifies 94 individual
3 State agencies that administer a large number of programs to
4 serve the citizens of Illinois; and
 
5     WHEREAS, A February 1995 study completed by the Office of
6 the Auditor General of administrative laws found that agencies
7 reported 213 statutory requirements that were duplicative with
8 another requirement; and
 
9     WHEREAS, There is no continuing review of State programs to
10 identify those that may be duplicative; and
 
11     WHEREAS, Given the need to increase the efficiency and
12 effectiveness of State government in difficult budgetary
13 times, a review of State agency programs that may be
14 duplicative of another agency's program is desirable;
15 therefore, be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18 SENATE CONCURRING HEREIN, that the Auditor General is directed
19 to conduct a follow-up to the 1995 study that identifies
20 programs in State government that appear to be overlapping or
21 duplicative; and be it further
 
22     RESOLVED, That the report include, but not be limited to,
23 the following determinations:
24         (1) Developing an inventory of State programs by
25     surveying State agencies and collecting follow-up
26     information as needed;
27         (2) Identifying programs that may be duplicative
28     across 2 or more agencies, such as similar services in
29     different agencies that are provided to similar categories
30     of recipients;

1         (3) For selected programs where duplication may exist,
2     conducting additional analyses examining the feasibility
3     of consolidating programs, such as legal requirements or
4     funding issues that may impact the feasibility of such
5     consolidation; and be it further
 
6     RESOLVED, That all State agencies cooperate fully and
7 promptly with the Auditor General's Office in the conduct of
8 this follow-up report; and be it further.
 
9     RESOLVED, That the Auditor General commence this follow-up
10 report as soon as possible and report his findings and
11 recommendations upon completion to the General Assembly; and be
12 it further
 
13     RESOLVED, That a copy of this resolution be transmitted to
14 the Auditor General.
