HOUSE RESOLUTION

 
2     WHEREAS, Illinois has developed a network of health
3 insurance coverage options for children, working families, and
4 those with preexisting medical conditions, including programs
5 such as KidCare, the Comprehensive Health Insurance Plan, and
6 the new Covering ALL KIDS Health Insurance Program; and
 
7     WHEREAS, Studies indicate that a child's access to health
8 care improves not only the child's health, but also improves
9 other outcomes, including education; and
 
10     WHEREAS, Estimates indicate that as many as 253,000
11 children in Illinois lacked health insurance coverage prior to
12 the passage of the Covering ALL KIDS Health Insurance Act, even
13 though half of these children met eligibility requirements for
14 KidCare coverage; and
 
15     WHEREAS, Proper oversight of State sponsored health
16 insurance programs is needed to ensure that health coverage is
17 provided in an equitable and efficient manner consistent with
18 the goals established when the programs were enacted; and
 
19     WHEREAS, Legislative oversight will help the House of
20 Representatives to make appropriation decisions when budgets
21 providing funding for the various public health insurance
22 programs are pending before the House of Representatives;
23 therefore, be it
 
24     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26 there is hereby created the Children's Health Insurance Task
27 Force, consisting of 3 members appointed by the Speaker of the
28 House of Representatives and 3 members appointed by the
29 Minority Leader of the House of Representatives; and be it
30 further

1     RESOLVED, That the Task Force shall gather information and
2 make recommendations relating to access to quality, affordable
3 health insurance for children in Illinois and shall examine the
4 cost effectiveness of current programs to assess whether the
5 programs are meeting goals established for the programs; and be
6 it further
 
7     RESOLVED, That the Task Force shall submit a report to the
8 General Assembly by December 31, 2006.
