HOUSE RESOLUTION

 
2     WHEREAS, The citizens of Illinois are entitled to safe,
3 affordable, and reliable electric service; and
 
4     WHEREAS, Electricity is an essential service for Illinois'
5 12.5 million citizens; and
 
6     WHEREAS, The General Assembly passed the Electric Service
7 Customer Choice and Rate Relief Law of 1997, which gave
8 Illinois residential consumers a rate reduction and froze their
9 electric rates from 1997 through 2006; and
 
10     WHEREAS, In 2007, most Illinois electric utilities will no
11 longer own generation and will procure energy in the wholesale
12 marketplace on behalf of Illinois residential customers; and
 
13     WHEREAS, Illinois residential electric consumers will
14 likely see increases to their electric bills in 2007; and
 
15     WHEREAS, The General Assembly strongly encourages Illinois
16 electric utilities to moderate rate adjustments required after
17 the end of the rate freeze period; and
 
18     WHEREAS, Illinois electric utilities have stated a
19 commitment to work with the Illinois Commerce Commission and
20 other interested parties to develop and implement proposals to
21 lessen the initial impact of electric rate increases on
22 residential consumers through a multi-year program to
23 transition to market rates for electricity in a manner
24 consistent with the continued financial health of the electric
25 utilities; therefore, be it
 
26     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
28 we urge the Illinois Commerce Commission to work in partnership

1 with the Illinois electric utilities and other interested
2 parties to develop and implement proposals to lessen the
3 initial impact of rate increases on residential customers in a
4 manner consistent with the continued financial health of the
5 utilities; and be it further
 
6     RESOLVED, That a copy of this resolution be presented to
7 the Chairman of the Illinois Commerce Commission.
