| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are pleased to congratulate C.H. James | 4 |
| Restaurant Holdings on the six newly remodeled Burger King | 5 |
| restaurants in Chicago, Illinois; and | 6 |
| WHEREAS, The Burger King restaurants hosted their grand | 7 |
| re-openings on November 29, 2006; partnering with local radio | 8 |
| stations, 107.5 FM WGCI and 92.3 FM WPWX, air personalities | 9 |
| such as Tony Sculfield, Beyonce Foxx, Trey, "The Choklit Jok", | 10 |
| Kendra G, and "The Hot Boyz" Shag and Tone, were on hand to | 11 |
| distribute prizes at the restaurants; the grand opening | 12 |
| festivities also included an appearance by Whosay, one of the | 13 |
| only African-American magicians in the Midwest, as well as | 14 |
| special performances by local high school bands and | 15 |
| cheerleaders; and
| 16 |
| WHEREAS, Predominantly located on the south and west sides | 17 |
| of Chicago, each location is also now a hot spot for wireless | 18 |
| connectivity so that patrons can enjoy free Internet access | 19 |
| inside the stores;
A recruiting station for people to complete | 20 |
| employment applications and meet one-on-one with hiring | 21 |
| personnel are also available at each restaurant; and
| 22 |
| WHEREAS, C.H. James Restaurant Holdings is the largest | 23 |
| African-American Burger King franchisee;
in 2004, Charles H. | 24 |
| James III joined the Burger King system when the company | 25 |
| acquired 37 Burger King restaurants in the Chicago area; in May | 26 |
| 2006, three urban stores were acquired, bringing the franchise | 27 |
| owner's total to 40 restaurants and an additional three are | 28 |
| managed on behalf of Burger King;
C.H. James Restaurant | 29 |
| Holdings, LLC is an affiliate of C.H. James and Company, which | 30 |
| is a fourth generation African-American family-owned business | 31 |
| founded by James' great-grandfather in 1883 in Charleston, West | 32 |
| Virginia; and

| WHEREAS, In 1992, C.H. James and Company was recognized as | 2 |
| Company of the Year by Black Enterprise magazine; in August | 3 |
| 2004, James established C. H. James Restaurant Holdings, LLC in | 4 |
| an exclusive partnership with the Goldman Sachs Urban | 5 |
| Investment Group, which invests growth capital in ethnic | 6 |
| minority-owned or targeted businesses and urban real estate;
| 7 |
| and
| 8 |
| WHEREAS, Named to the Black Enterprise BE 100 listing on | 9 |
| many occasions, C. H. James has serviced a high profile and | 10 |
| demanding roster of clients in the food service industry | 11 |
| including McDonald's, Yum! Brands, Darden Restaurant, and | 12 |
| Wendy's; as an 8(a) contractor, the firm has been recognized as | 13 |
| a leading supplier to the United States Department of | 14 |
| Agriculture, Department of Defense, and other government | 15 |
| agencies; and
| 16 |
| WHEREAS, C.H. James is to be congratulated for bringing | 17 |
| employment opportunities to the State of Illinois and the City | 18 |
| of Chicago; therefore, be it
| 19 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 20 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 21 |
| we congratulate C.H. James and Company on the grand re-opening | 22 |
| of the new Burger King restaurants; and be it further
| 23 |
| RESOLVED, That a suitable copy of this resolution be | 24 |
| presented to C.H. James Restaurant Holdings Chairman and CEO | 25 |
| Charles H. James III.
