HOUSE RESOLUTION

WHEREAS, The Honorable Robert W. "Bob" Churchill has served for 20 years as a member of the Illinois General Assembly; and

WHEREAS, During this period, Bob Churchill has been a tireless advocate for the people of Lake County; and

WHEREAS, During this period, the population of Lake County has increased from 440,372 (1980 census) to 644,356 (2000 census), an increase of more than 40%, and has continued to increase since the 2000 census; and

WHEREAS, This population growth has placed an unprecedented demand upon the infrastructure of the county; Bob Churchill has made this issue his own during his legislative career of more than two decades; and

WHEREAS, When Bob Churchill was elected to the Illinois House in 1982, he asked for and received an assignment to the House Committee on Transportation and Motor Vehicles, and he has worked ever since to improve the roads of Lake County; and

WHEREAS, Bob Churchill is primarily responsible for most of the development at the College of Lake County, most notably the University Center, as well as the construction of the marina at Illinois Beach State Park in Zion; and

WHEREAS, Bob Churchill was a delegate to the 1980, 1992, and 1996 Republican National Nominating Convention and an alternate delegate in 1984; he served as the Chairman of the Lake County Republican Central Committee from 1990 to 1994; from 1981 to 1983 he served as a Lake Villa Township Trustee; and

WHEREAS, While a member of the Illinois General Assembly, Representative Churchill served as the House Majority Leader during the 89th General Assembly, also serving as the Chairman of the House Rules Committee; and

WHEREAS, Representative Churchill served on the Legislative Redistricting Commission in 1991, spending countless hours working and traveling the State to ensure that the citizens of the State of Illinois were provided the opportunity to elect a person who could represent their area, diverse backgrounds, and interests in the Illinois General Assembly; and

WHEREAS, Significant pieces of legislation passed by Bob Churchill include the approval of the construction of the new Comiskey Park, legislation that reformed Chicago schools, and legislation that reformed the Regional Transit Authority (RTA); and

WHEREAS, Representative Churchill has tirelessly served Lake County by working with various community organizations, including Victory Health Services, the Zion-Benton Moose, the Exchange Club of Antioch, the Lake Villa Lions, the Lake County Community Action Project, the Edward Bradley Counseling Center, and the Lake County Easter Seals program; Representative Churchill is a member of the Lake County, Illinois State, and American Bar Associations, and he was a director of First of America Bank from 1976 to 1994; and

WHEREAS, Representative Churchill has distinguished himself as the leader of the C.I.A., Churchill Intern Association, allowing many young people from Lake County the opportunity to begin their government and lobbying careers in this esteemed body; and

WHEREAS, Representative Churchill was nominated by the Illinois Republican Party to serve as Illinois Secretary of State and campaigned Statewide for the position, adding to his many friends and acquaintances throughout the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Representative Robert W. Churchill for his work for the citizens of Lake County and the State of Illinois; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Representative Churchill, along with our sincere regards.
