| WHEREAS, The National Sexual Violence Resource Center |
| 3 |
| coordinates the National Sexual Assault Awareness Month each |
| 4 |
| year in April; and
|
| 5 |
| WHEREAS, Sexual assault is defined as anything from |
| 6 |
| unwanted touching to rape; and
|
| 7 |
| WHEREAS, The goal of National Sexual Assault Awareness |
| 8 |
| Month is to shed light on the social problem of sexual assault |
| 9 |
| in America; and
|
| 10 |
| WHEREAS, The annual campaign to "Decide to End Sexual |
| 11 |
| Violence" is promoted during the month of April; this year |
| 12 |
| there is a new emphasis to teach people to build healthy and |
| 13 |
| respectful relationships; and
|
| 14 |
| WHEREAS, No one is safe from sexual violence, as sexual |
| 15 |
| predators attack people from all backgrounds, races, and ages, |
| 16 |
| and sexual assault is a national issue that needs to be |
| 17 |
| addressed at every level, including the State; and
|
| 18 |
| WHEREAS, According to the Illinois Attorney General, |
| 19 |
| Illinois Coalition Against Sexual Assault agencies received |
| 20 |
| 8,688 anonymous contacts regarding sexual assault in 2002, |
| 21 |
| which was a 5% increase from 2001; also according to the |
| 22 |
| Illinois Attorney General, the rate of forcible rapes is |
| 23 |
| significantly higher than the national average; therefore, be |
| 24 |

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 26 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 27 |
| the month of April shall be known as Sexual Assault Awareness |
| 28 |
| Month in Illinois to help bring awareness of this social |
| 29 |
| problem to the people of the State.
