HOUSE RESOLUTION

 
2     WHEREAS, LuAlice Kampwerth of Carlyle is an Illinois Master
3 Teacher by achieving National Board Certification as an Early
4 Childhood Generalist; and
 
5     WHEREAS, National Board Certification is the teaching
6 profession's highest credential and the only route to the
7 Illinois Master Certificate; teachers who achieve it have spent
8 one year and hundreds of hours videotaping their teaching,
9 analyzing student work, and documenting their ability to help
10 all learners achieve to high standards; and
 
11     WHEREAS, A growing body of research provides evidence that
12 students of National Board Certified Teachers (NBCTs)
13 outperform their peers on standardized tests and other measures
14 of learning; these achievement effects are even greater for
15 low-income and special needs students; one study found that
16 having a National Board Certified Teacher was like experiencing
17 an additional 25 days of instruction; and
 
18     WHEREAS, Currently, Illinois has 1,239 NBCTs and ranks
19 eighth in the nation in the total number of NBCTs; to lead the
20 nation, the National Board Resource Center at Illinois State
21 University will need to grow another 9,000 NBCTs and utilize
22 their expertise to improve Illinois schools; therefore, be it
 
23     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 we congratulate LuAlice Kampwerth on her National Board
26 Certification and we continue to support the activities of the
27 National Board Resource Center at Illinois State University
28 which have resulted in the benefits of National Board Certified
29 Teachers for Illinois students; and be it further
 
30     RESOLVED, That a suitable copy of this resolution be
