HOUSE RESOLUTION

WHEREAS, Ann Michele Garrett of Mount Vernon is an Illinois Master Teacher by achieving National Board Certification in Adolescence and Young Adulthood/English Language Arts; and

WHEREAS, National Board Certification is the teaching profession's highest credential and the only route to the Illinois Master Certificate; teachers who achieve it have spent one year and hundreds of hours videotaping their teaching, analyzing student work, and documenting their ability to help all learners achieve to high standards; and

WHEREAS, A growing body of research provides evidence that students of National Board Certified Teachers (NBCTs) outperform their peers on standardized tests and other measures of learning; these achievement effects are even greater for low-income and special needs students; one study found that having a National Board Certified Teacher was like experiencing an additional 25 days of instruction; and

WHEREAS, Currently, Illinois has 1,239 NBCTs and ranks eighth in the nation in the total number of NBCTs; to lead the nation, the National Board Resource Center at Illinois State University will need to grow another 9,000 NBCTs and utilize their expertise to improve Illinois schools; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Ann Michele Garrett on her National Board Certification and we continue to support the activities of the National Board Resource Center at Illinois State University which have resulted in the benefits of National Board Certified Teachers for Illinois students; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Ann Michele Garrett as an expression of our admiration and esteem.
