HOUSE RESOLUTION

WHEREAS, On Friday, July 29, 2005, the Human Resources Development Institute, Inc., (HRDI) of Chicago will hold a dedication ceremony to mark the opening of the Dr. C. Vincent Bakeman Leadership Institute (BLI); and

WHEREAS, Dr. Bakeman served for 30 years as President/CEO and Co-founder of Human Resources Development Institute, Inc., a leading behavioral healthcare provider of mental health, community health, case management, child welfare, and alcohol and substance abuse prevention and treatment services; and

WHEREAS, The BLI is the first institute of its kind to utilize the "Bakeman Leadership Keys"; the Bakeman Leadership Keys are tools any person aspiring toward leadership or in a leadership position should possess; the Keys allow individuals to heighten their level of success as expressed by Dr. Bakeman; he applied the Leadership Keys to his everyday business life and was able to put HRDI in a position to become one of the most successful not-for-profit, behavioral health and human services organizations for three decades; and

WHEREAS, A highly regarded lecturer, educator, and consultant, Dr. Bakeman worked in an advisory capacity for a number of business, health, and community service organizations, including the National Institute of Mental Health, the Chicago Board of Education, and Family Services of America; and

WHEREAS, Dr. Bakeman held doctorate and master's degrees in public policy and administration from Nova University, as well as a master's degree in counseling from Chicago State University; he held certificates in international and U.S. public policy from the Brookins Institution and the Mexican National Public Administration Institute; he was a graduate of Kentucky State University and held a bachelor's degree in health and physical education; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the Human Resources Development Institute, Inc., on the occasion of the dedication of the Dr. C. Vincent Bakeman Leadership Institute; and be it further

RESOLVED, That a suitable copy of this resolution be the Dr. C. Vincent Bakeman Leadership Institute as an expression of our deepest respect and esteem.
