HOUSE RESOLUTION

 
2     WHEREAS, The University of Illinois was founded in 1867 as
3 a land grant university in the State of Illinois; and
 
4     WHEREAS, The University of Illinois, one of the nation's
5 great research universities, known for its distinguished
6 faculty, its outstanding resources, and the breadth of its
7 academic programs, is deeply committed to educating its large,
8 diverse student body and to engaging in critical societal and
9 scientific issues; and
 
10     WHEREAS, The University of Illinois is a voluntary member
11 of the National Collegiate Athletic Association whose by-laws
12 guarantee institutional autonomy; and
 
13     WHEREAS, The National Collegiate Athletic Association has
14 issued a hostile and abusive edict that directly contradicts a
15 1995 finding by the U.S. Department of Education's Office of
16 Civil Rights; and
 
17     WHEREAS, The National Collegiate Athletic Association used
18 inflammatory rhetoric that retards meaningful discussion and
19 debate on a consensus process that has been in progress by the
20 University of Illinois Board of Trustees since June 17, 2004;
21 and
 
22     WHEREAS, The National Collegiate Athletic Association
23 edict is a giant step backwards in the debate and has caused
24 the loss of common ground to armies of divisiveness; therefore,
25 be it
 
26     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
28 the National Collegiate Athletic Association be denied the
29 ability to compromise the sovereignty of the State of Illinois

1 and its institutions; and be it further
 
2     RESOLVED, That a copy of this resolution be presented to
3 the University of Illinois Board of Trustees and to the
4 National Collegiate Athletic Association as an expression of
5 our utmost resolve and support of institutional autonomy and a
6 rebuke of the violation of institutional autonomy by the
7 National Collegiate Athletic Association.
