HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives wish to express their sincere condolences to
4 the family and friends of Jacqueline Deline Skinner, who passed
5 away on October 18, 2005; and
 
6     WHEREAS, Jacqueline Skinner was born on March 29, 1945 in
7 Detroit, Michigan as the first child of Minnie E. Skinner and
8 Hayes W. Skinner II; she shared a loving childhood with her
9 identical twin sister, Gwendolyn (Gwen), and her brother Hayes
10 III (known as Hayes, Jr.); and
 
11     WHEREAS, Jacqueline Skinner was educated in Chicago; she
12 was a student at Lutheran Elementary and Parker High School,
13 attended Loop Junior College (now Harold Washington), and
14 earned certification as a certified nurse's aide (CNA) from the
15 Dawson Technical Institute; and
 
16     WHEREAS, She and her sister Gwendolyn were the first
17 African American women to model for the Barbizon School of
18 Modeling in 1965; they were also back-up dancers to famous
19 entertainers like Jackie Wilson and Otis Redding; and
 
20     WHEREAS, Jacqueline Skinner began her own family when she
21 met the love of her life, James Powell; on December 29, 1968,
22 she gave birth to their first and only child, Derek, Hayes
23 Skinner; and
 
24     WHEREAS, Ms. Skinner was a tireless worker and addressed
25 all of her career and volunteer efforts with utmost
26 professionalism; she worked in programs like Brainerd
27 Development Corp.; most recently through her affiliation with
28 Illinois State Representative Monique Davis, she worked for
29 Human Resource Development, Inc (HRDI); in this capacity, she
30 taught the understanding and prevention of HIV/AIDS; as a

1 dedicated community worker, she also volunteered for Rep.
2 Davis' district office and for Chicago Alderman Howard
3 Brookins; and
 
4     WHEREAS, Jacqueline Skinner was also active in her faith;
5 she was baptized in the Lutheran church; in 2001, she accepted
6 her calling in the Unity faith and joined South Side Unity
7 Center of Christianity in Chicago; her many accomplishments and
8 contributions at South Side Unity included: the Hospitality
9 Ministry; the Disciples Ministry; the church Leadership
10 Council; the Prayer Ministry; volunteering in the church
11 office; updating the church bulletin board; helping redesign
12 the church bulletins; recruiting and supporting the children of
13 the Youth Ministry; providing nursing care to members of the
14 church; working in the church bookstore; presenting the
15 HIV/AIDS Awareness program to the youth department; and working
16 as a liaison between the church and the surrounding community;
17 her awards included commendations for Volunteer of the Month,
18 Student of the Year, and Perfect Class Attendance; and
 
19     WHEREAS, Her hobbies included dancing, swimming,
20 volunteering, and reading; and
 
21     WHEREAS, She is preceded in death by her husband, James
22 Powell, her aunt, Miltoria Moore, and other relatives whose
23 memories we treasure; and
 
24     WHEREAS, The passing of Jacqueline Deline Skinner will be
25 felt by all who knew and loved her, especially her parents; her
26 very special stepmother, Claire Skinner; her sister,
27 Gwendolyn; her brother; Hayes III; her sister, Juanita Johnson;
28 her son, Derek (Yvonne); her granddaughters, Dasia, Deeva, and
29 Domanek; her nephew, Datten; her nieces, Renada "Princess" and
30 Tesha; her God-parents, Johnetta "Shug" and Doug Montgomery,
31 her aunt, Fredonia Bey; her uncle, Quinten Moore; her cousin,
32 Elsie Allen; her very special friend, Ms. Carolyn Haley; and

1 her aunts, uncles, cousins, and a host of loving relatives,
2 friends, and church members; therefore, be it
 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5 we mourn, along with all who knew and loved her, the death of
6 Jacqueline Deline Skinner; and be it further
 
7     RESOLVED, That a suitable copy of this resolution be
8 presented to the family of Jacqueline Deline Skinner.
