HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois are pleased to congratulate Decatur Police Chief Mark D. Barthelemy on the occasion of his retirement after 30 years of service; and

WHEREAS, The Chief began his association with the Decatur Police Department in 1968 as a law enforcement explorer; in 1974, he joined the Decatur auxiliary police unit; he was sworn in as a Decatur police patrolman on January 26, 1976; and

WHEREAS, He is a native of Decatur, holds a B.A. in sociology from Millikin University, and has been an instructor at Richland Community College in law enforcement curriculum; he is a graduate of the 172nd session of the FBI National Academy in Quantico, Virginia; his police experience includes operational service and management of the patrol division, investigation division, and professional standards functions; he has served as coordinator of the department's community policing initiatives and various other community-related programs; he has been the Chief of Police since May of 2001; and

WHEREAS, Chief Barthelemy has served on the Board of Directors of the Decatur Boys & Girls Club for 18 years, including a 3-year term as President of the Board; he also serves on the boards of the Decatur Community Partnership, Webster-Cantrell Hall, the Decatur Area Convention and Visitors Bureau, and is a member of the International and Illinois Association of Chiefs of Police; he continues to be involved in numerous civic activities relating to Police-Community Relations; and

WHEREAS, He is also recognized as the Decatur Police Department's official historian, having initiated his research in 1995; currently, he has written the department's history from 1856 through 1924; and

WHEREAS, He and his wife, Vickie, have four daughters and three grandchildren; he enjoys relaxing at home, cooking out, socializing with friends and spending time with his family; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Decatur Chief of Police Mark D. Barthelemy on the occasion of his retirement after 30 years of service, and we thank him for his many years of service and devotion to the safety of the public; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Chief Barthelemy as an expression of our esteem and with best wishes for a relaxing retirement.
