1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-609.1, 3-623, 3-628, 3-642, and 3-806.4 as follows:
 
6     (625 ILCS 5/3-609.1)  (from Ch. 95 1/2, par. 3-609.1)
7     Sec. 3-609.1. Congressional Medal of Honor plates. Any
8 resident of the State of Illinois who has been awarded the
9 Congressional Medal of Honor, or an Illinois resident who is
10 the surviving spouse of a person who was awarded the Medal of
11 Honor, may make application for the registration of a motor
12 vehicle owned solely or in part by such recipient, to the
13 Secretary of State without the payment of any registration fee.
14 Registration shall be for a multi-year period effective from
15 issuance. The Secretary of State shall furnish at his office at
16 no cost to such Congressional Medal of Honor recipients, plates
17 bearing up to 3 letters designating the recipient's initials
18 followed by the letters C M H signifying the Congressional
19 Medal of Honor. The plate shall be suitable for attachment to a
20 motor vehicle or motorcycle registered under this Code.

23     Sec. 3-623. Purple Heart Plates. The Secretary, upon
24 receipt of an application made in the form prescribed by the
25 Secretary of State, may issue to recipients awarded the Purple
26 Heart by a branch of the armed forces of the United States who
27 reside in Illinois, special registration plates. The
28 Secretary, upon receipt of the proper applications, may also
29 issue these special registration plates to an Illinois resident
30 who is the surviving spouse of a person who was awarded the
31 Purple Heart by a branch of the armed forces of the United

1 States. The special plates issued pursuant to this Section
2 should be affixed only to passenger vehicles of the 1st
3 division, including motorcycles, or motor vehicles of the 2nd
4 division weighing not more than 8,000 pounds.
5     The design and color of such plates shall be wholly within
6 the discretion of the Secretary of State. Appropriate
7 documentation, as determined by the Secretary, and the
8 appropriate registration fee shall accompany the application.
9 However, for an individual who has been issued Purple Heart
10 plates for a vehicle and who has been approved for benefits
11 under the Senior Citizens and Disabled Persons Property Tax
12 Relief and Pharmaceutical Assistance Act, the annual fee for
13 the registration of the vehicle shall be as provided in Section
14 3-806.3 of this Code.

18     Sec. 3-628. Bronze Star plates.
19     (a) Beginning January 1, 1996, in addition to any other
20 special license plate, the Secretary, upon receipt of all
21 applicable fees and applications made in the form prescribed by
22 the Secretary of State, may issue special registration plates
23 to residents of Illinois who have been awarded the Bronze Star
24 by the United States Armed Forces. The Secretary, upon receipt
25 of the proper applications and fees, may also issue these
26 special registration plates to an Illinois resident who is the
27 surviving spouse of a person who was awarded the Bronze Star by
28 a branch of the armed forces of the United States. The special
29 plate issued under this Section shall be affixed only to
30 passenger vehicles of the first division, motorcycles, or motor
31 vehicles of the second division weighing not more than 8,000
32 pounds. Plates issued under this Section shall expire according
33 to the staggered multi-year procedure established by Section
34 3-414.1 of this Code.
35     (b) The design, color, and format of the plates shall be

1 wholly within the discretion of the Secretary of State. The
2 Secretary may, in his or her discretion, allow the plates to be
3 issued as vanity plates or personalized in accordance with
4 Section 3-405.1 of this Code. The plates are not required to
5 designate "Land Of Lincoln", as prescribed in subsection (b) of
6 Section 3-412 of this Code. The Secretary shall prescribe the
7 eligibility requirements and, in his or her discretion, shall
8 approve and prescribe stickers or decals as provided under
9 Section 3-412.

14     Sec. 3-642. Silver Star plates.
15     (a) The Secretary, upon receipt of all applicable fees and
16 applications made in the form prescribed by the Secretary, may
17 issue special registration plates to residents of Illinois who
18 have been awarded the Silver Star by the United States Armed
19 Forces. The Secretary, upon receipt of the proper applications
20 and fees, may also issue these special registration plates to
21 an Illinois resident who is the surviving spouse of a person
22 who was awarded the Silver Star by a branch of the armed forces
23 of the United States. The special plate issued under this
24 Section shall be affixed only to passenger vehicles of the
25 first division, motorcycles, or motor vehicles of the second
26 division weighing not more than 8,000 pounds. Plates issued
27 under this Section shall expire according to the staggered
28 multi-year procedure established by Section 3-414.1 of this
29 Code.
30     (b) The design, color, and format of the plates shall be

9     Sec. 3-806.4. Gold Star recipients. Commencing with the
10 1991 registration year and through the 2006 registration year,
11 upon proper application, the Secretary of State shall issue one
12 pair of registration plates to any Illinois resident, who as
13 the surviving widow or widower, or in the absence thereof, as
14 the surviving parent, is awarded the Gold Star by the United
15 States in recognition of spouses or children who served in the
16 Armed Forces of the United States and lost their lives while in
17 service whether in peacetime or war. Commencing with the 2007
18 registration year, upon proper application, the Secretary of
19 State shall issue one pair of registration plates to any
20 Illinois resident, who as the surviving widow, widower, or
21 parent, is awarded the Gold Star by the United States in
22 recognition of spouses or children who served in the Armed
23 Forces of the United States and lost their lives while in
24 service whether in peacetime or war. If the parent no longer
25 survives, the Secretary of State shall issue the plates to a
26 surviving sibling, of the person who served in the Armed
27 Forces, who is an Illinois resident. No more than one set of
28 plates shall be issued for each Gold Star awarded, and only one
29 surviving parent, or in the absence of a surviving parent, only
30 one surviving sibling shall be issued a set of registration
31 plates, except for those surviving parents who, as recipients
32 of the Gold Star, have legally separated or divorced, in which
33 case each surviving parent shall be allowed one set of
34 registration plates. Registration plates issued under this
35 Section shall be for first division vehicles and second

1 division vehicles of 8,000 pounds or less. An applicant shall
2 be charged a $15 fee for the original issuance in addition to
3 the appropriate registration fee which shall be deposited into
4 the Road Fund to help defray the administrative processing
5 costs.
