SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the State Contractors and Grantees Employment Service Act. Provides that an entity that has been awarded a State contract or grant, while any such contract or grant is in effect, shall register with the Illinois Department of Employment Security's Illinois Skills Match System any employment opportunity with that entity. Provides that this provision is not intended to require that such State contractor or grantee fill its job openings with job seekers registered on the Illinois Skills Match System.

1     AN ACT concerning employment.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the State
5 Contractors and Grantees Employment Service Act.
 
6     Section 5. Definitions. In this Act:
7     "Contract" and "grant" have the meanings given to them by
8 Sections 1-15.30 and 1-15.42 of the Illinois Procurement Code,
9 respectively.
10     "Illinois Skills Match System" refers to the Department of
11 Employment Security's Internet-based system for matching job
12 seekers with job openings posted on the system.
 
13     Section 10. State agency contracts and grants. An entity
14 that has been awarded a State contract or grant, while any such
15 contract or grant is in effect, shall register with the
16 Illinois Department of Employment Security's Illinois Skills
17 Match System any employment opportunity with that entity.
18 Nothing in this Section is intended to require that such State
19 contractor or grantee fill its job openings with job seekers
20 registered on the Illinois Skills Match System.
