SENATE JOINT RESOLUTION

 
2     WHEREAS, Attacks by vicious and dangerous dogs are a threat
3 to the public health and safety of Illinois residents; and
 
4     WHEREAS, Attacks against vulnerable residents are being
5 reported to law enforcement officials and animal control
6 officers; and
 
7     WHEREAS, Enforcement challenges have risen with respect to
8 addressing issues relating to vicious and dangerous dogs; and
 
9     WHEREAS, It is imperative that the General Assembly take
10 comprehensive action to ensure the safety of the residents of
11 this State; therefore, be it
 
12     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
13 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14 CONCURRING HEREIN, that there is created a Vicious and
15 Dangerous Dog Task Force to hold hearings to explore and make
16 recommendations designed to address protecting the public
17 health and safety stemming from vicious and dangerous dog
18 attacks; and be it further
 
19     RESOLVED, That the task force shall consist of 17 members
20 and two ex parte members as follows: one member appointed by
21 the Speaker of the House, one member appointed by the House
22 Minority Leader, one member appointed by the President of the
23 Senate, and one member appointed by the Senate Minority Leader;
24 one member shall be a representative of the Illinois State
25 Veterinary Medical Association; one member shall be a
26 representative from the Northern Illinois Public Health
27 Consortium; one member shall be a representative of the Chicago
28 Veterinary Medical Association; one member shall be the Cook
29 County Animal Control Administrator or his or her designee; one
30 member shall be a representative of the County Animal Controls

1 of Illinois; one member shall be a representative of the
2 Illinois Farm Bureau; one member shall be a representative from
3 a private not for profit humane society in a county with a
4 population under 130,000 appointed by the Illinois Animal
5 Welfare Federation; one member shall be the Cook County State's
6 Attorney, or his or her designee; one member shall be the
7 McHenry County State's Attorney, or his or her designee; one
8 member shall be a representative of the Illinois State's
9 Attorney Association; one member shall be a representative of
10 the ASPCA; one member shall be appointed by the American Kennel
11 Club; one member shall be an animal behaviorist appointed by
12 the University of Illinois School of Veterinary Medicine; one
13 ex parte representative appointed by the Department of
14 Agriculture; and one ex parte representative appointed by the
15 Department of Public Health; and be it further
 
16     RESOLVED, That the task force shall hold at least four
17 hearings, which shall be held in geographically separate
18 regions of the State, and shall report to the General Assembly
19 no later than December 31, 2006; the Task Force members shall
20 receive no compensation; the Task Force shall be dissolved upon
21 reporting its finding and recommendations to the General
22 Assembly.
