HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to commend their colleague, David Allen Welter, on the occasion of his retirement as State Representative of the 75th District; and

WHEREAS, Rep. Welter was appointed as a state representative in July 2016, serving portions of Grundy, Kendall, LaSalle, and Will Counties and was subsequently elected to a full term in November 2016 and re-elected in 2018 and 2020; and

WHEREAS, Rep. Welter was appointed to the position of Republican Conference Chairperson in 2021 at age 29, joining Rep. Avery Bourne of Morrisonville as the youngest members of the House GOP leadership team; and

WHEREAS, Rep. Welter serves as the Republican spokesperson on the Energy & Environment Committee and the Health Care Availability & Accessibility Committee, in addition to serving on the Public Utilities Committee, Judiciary – Civil Committee, and the Appropriations-Public Safety Committee; and

WHEREAS, Rep. Welter's most notable legislative achievements include the passage of "Colton's Task Force" in 2021 to combat domestic violence in the State of Illinois and improve prevention and treatment services for victims, survivors, and their families and the passage of a comprehensive energy bill in 2021 that keeps Illinois' entire nuclear fleet online and protects local jobs at the Dresden Station; and

WHEREAS, Rep. Welter has been honored with the ACTIVATOR (Friend of Agriculture) Award from the Illinois Farm Bureau and the Friend of Infrastructure Award from the Transportation for Illinois Coalition; and

WHEREAS, In 2018, Rep. Welter received, from the members of St. Juvin Post 1336 Veterans of Foreign Wars in Coal City, an award for meritorious and distinguished service in furthering the aims and ideals of the VFW; and

WHEREAS, In 2019, Rep. Welter received the Friend of 4-H Award from the Grundy 4-H Club in recognition of his steadfast support of 4-H and its youth development programs; and

WHEREAS, Prior to his appointment to the Illinois General Assembly, Rep. Welter served as Chairman of the Grundy County Board from 2014-2016, having first been elected to the board in 2010 at the age of 19; and

WHEREAS, Prior to becoming Grundy County Board Chairman, Rep. Welter worked as a legislative aide to State Representative Pam Roth and State Senator Sue Rezin; and

WHEREAS, In the private sector, Rep. Welter worked as the Human Resources & Procurement Manager for a local trucking and construction equipment company and is currently the co-owner with his wife, Ashley, of RE/MAX Top Properties in Morris, where he is also an active real estate agent; and

WHEREAS, Rep. Welter resides in his hometown of Morris with his wife, Ashley, and their three young children, Autumn, David Jr., and April; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate State Representative David Allen Welter on making a positive difference in the lives of the people he represented in the 75th District and across Illinois and wish him all the best in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Rep. Welter as a symbol of our esteem and respect for our colleague and friend.
