1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 27-3 as follows:
 
6     (105 ILCS 5/27-3)  (from Ch. 122, par. 27-3)
7     Sec. 27-3. Patriotism and principles of representative
8 government - Proper use of flag - Method of voting - Pledge of
9 Allegiance. American patriotism and the principles of
10 representative government, as enunciated in the American
11 Declaration of Independence, the Constitution of the United
12 States of America and the Constitution of the State of
13 Illinois, and the proper use and display of the American flag,
14 shall be taught in all public schools and other educational
15 institutions supported or maintained in whole or in part by
16 public funds. No student shall receive a certificate of
17 graduation without passing a satisfactory examination upon
18 such subjects.
19     Instruction shall be given in all such schools and
20 institutions in the method of voting at elections by means of
21 the Australian Ballot system and the method of the counting of
22 votes for candidates. Instruction shall have a primary focus on
23 how government functions and the impact government has on the

1 daily lives of U.S. citizens and residents.
2     The Pledge of Allegiance shall be recited each school day
3 by pupils in elementary and secondary educational institutions
4 supported or maintained in whole or in part by public funds.

6     Section 90. The State Mandates Act is amended by adding
7 Section 8.31 as follows:
 
8     (30 ILCS 805/8.31 new)
9     Sec. 8.31. Exempt mandate. Notwithstanding Sections 6 and 8
10 of this Act, no reimbursement by the State is required for the
11 implementation of any mandate created by this amendatory Act of
12 the 95th General Assembly.
