SYNOPSIS AS INTRODUCED:

15 ILCS 20/50-25 new

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that for each fiscal year (i) the Governor shall submit to the General Assembly a proposed budget for higher education in which for every $2 appropriated for elementary and secondary education in the State budget at least $1 is appropriated for higher education, and (ii) the General Assembly shall appropriate amounts for higher education in which for every $2 appropriated for elementary and secondary education for that fiscal year at least $1 is appropriated for higher education.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Budget Law of the Civil Administrative Code of Illinois is amended by adding Section 50-25 as follows:

(15 ILCS 20/50-25 new)

Sec. 50-25. Higher Education funding.

(a) For each fiscal year, the Governor shall submit to the General Assembly a proposed budget for higher education in which for every $2 appropriated for elementary and secondary education in the State budget at least $1 is appropriated for higher education.

(b) For each fiscal year, the General Assembly shall appropriate amounts for higher education in which for every $2 appropriated for elementary and secondary education for that fiscal year at least $1 is appropriated for higher education.
