SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-25 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that for each fiscal year (i) the Governor shall submit to the General Assembly a proposed budget for higher education in which for every $2 appropriated for elementary and secondary education in the State budget at least $1 is appropriated for higher education, and (ii) the General Assembly shall appropriate amounts for higher education in which for every $2 appropriated for elementary and secondary education for that fiscal year at least $1 is appropriated for higher education.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Budget Law of the Civil Administrative
5 Code of Illinois is amended by adding Section 50-25 as follows:
 
6     (15 ILCS 20/50-25 new)
7     Sec. 50-25. Higher Education funding.
8     (a) For each fiscal year, the Governor shall submit to the
9 General Assembly a proposed budget for higher education in
10 which for every $2 appropriated for elementary and secondary
11 education in the State budget at least $1 is appropriated for
12 higher education.
13     (b) For each fiscal year, the General Assembly shall
14 appropriate amounts for higher education in which for every $2
15 appropriated for elementary and secondary education for that
16 fiscal year at least $1 is appropriated for higher education.
