1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Illinois Police Canine Certification Act.
 
6     Section 5. Illinois Police Canine Certification Board;
7 members.
8     (a) The Illinois Police Canine Certification Board (Board)
9 is hereby created. The Board shall consist of 11 members
10 appointed as follows:
11         (1) two members appointed by the Illinois Chiefs of
12     Police Association, one of whom shall represent the Chicago
13     Police Department;
14         (2) two members appointed by the Illinois Sheriffs
15     Association, one of whom shall represent the Cook County
16     Sheriff's Department;
17         (3) two members appointed by the Department of State
18     Police;
19         (4) two members representing the canine industry who
20     shall be appointed by the Law Enforcement Training and
21     Standards Board;
22         (5) two members appointed by the Fraternal Order of
23     State Police; and

1         (6) the Chairman of the Law Enforcement Training and
2     Standards Board or his or her designee.
3     (b) All Board members, except for appointed
4 representatives from the canine industry, shall be sworn
5 officers from municipal, county, or State police departments.
6 All Board members shall have completed a State-recognized
7 police canine training course or shall be recognized by the
8 State as a canine trainer. In addition, all Board members shall
9 have trained at least 3 police canine dogs or shall have served
10 as a judge on at least 5 separate occasions with either the
11 United States Police Canine Association or the North American
12 Police Work Dog Association.
13     (c) Board members shall serve without compensation, but may
14 be reimbursed for their actual and necessary expenses.
15     (d) The Chairman of the Board shall be appointed from among
16 its members.
17     (e) The Department of State Police shall provide
18 administrative support for the Board.
 
19     Section 10. Requirements for police canines.    Within 180
20 days after its members are appointed and qualified, the
21 Illinois Police Canine Certification Board shall, by
22 administrative rule, establish requirements for the
23 certification of all police canines that are used by law
24 enforcement agencies within the State. The canine
25 certification requirements shall be submitted to and adopted by

1 the Law Enforcement Training and Standards Board within 90 days
2 after receipt. Each law enforcement agency that uses police
3 canines shall comply with the requirements within 12 months
4 after the adoption of the requirements.
 
5     Section 20. The Department of State Police Law of the Civil
6 Administrative Code of Illinois is amended by adding Section
7 2605-580 as follows:
 
8     (20 ILCS 2605/2605-580 new)
9     Sec. 2605-580. Illinois Police Canine Certification Board.
10 The Department shall provide administrative support to the
11 Illinois Police Canine Certification Board.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
