SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Executive Employment Office Act. Creates an independent State agency with authority and responsibility for the hiring of employees for State departments and agencies under the jurisdiction of the Executive Inspector General appointed by the Governor, except State colleges and universities and community colleges. Provides for the appointment of the executive director of the Office by the Governor, with the advice and consent of three-fifths of the members of each house of the General Assembly. Prohibits the affected State agencies from hiring full-time and part-time employees and interns except through the Office. Provides that the Office by rule shall develop and implement standards for the hiring of State agency employees, including assuring that the hiring is without influence from or recommendation by any of the following: any officer or employee of any State agency; any officer of any political party; any lobbyist; any person, or any officer of any entity, that has made one or more political contributions within the previous 12 months valued at more than $5,000 in the aggregate to the individual who holds the office of Governor or to any political committee authorized on behalf of that individual; or any officer of, or person with an equity or income interest of more than 7.5% in, any firm holding one or more contracts with an aggregate value of more than $25,000 with one or more State agencies.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Executive Employment Office Act.
 
6     Section 5. Definitions. As used in this Act:
7     "Office" means the Executive Employment Office.
8     "State agency" means all officers and agencies of State
9 government under the jurisdiction of the Executive Inspector
10 General appointed by the Governor, except State colleges and
11 universities and community colleges.
 
12     Section 10. Executive Employment Office established;
13 executive director.
14     (a) There is established within the executive branch of
15 State government the independent Executive Employment Office
16 with the authority and responsibility for all personnel hiring
17 for State agencies.
18     (b) The Governor, with the advice and consent of both
19 houses of the General Assembly, by a vote of three-fifths of
20 the members elected to each house, shall appoint an executive
21 director of the Executive Employment Office and may remove the
22 executive director for cause. The executive director shall

1 serve for a term of 5 years. His or her compensation shall be
2 determined by the Compensation Review Board. The executive
3 director shall administer the Office and may employ the
4 necessary staff.
 
5     Section 15. Transfer of hiring authority. On and after the
6 effective date of this Act, notwithstanding any other law to
7 the contrary, no State agency may hire or appoint full-time or
8 part-time employees or interns, for that or any other State
9 agency, except through the Executive Employment Office. On the
10 effective date of this Act, all State agencies shall transfer
11 to the Executive Employment Office all authority,
12 responsibility, records, materials, and pending matters
13 relating to the hiring of personnel.
 
14     Section 20. Hiring standards. In accordance with the
15 Illinois Administrative Procedure Act, the Office by rule shall
16 develop and implement standards for the hiring of State agency
17 employees. In order to protect and maintain the integrity of
18 State agency hiring practices, the standards shall assure that
19 the hiring of each State employee is without influence from or
20 recommendation by any of the following: any officer or employee
21 of any State agency; any officer of any political party; any
22 lobbyist; any person, or any officer of any entity, that has
23 made one or more political contributions within the previous 12
24 months valued at more than $5,000 in the aggregate to the

2 committee authorized on behalf of that individual; or any
3 officer of, or person with an equity or income interest of more
