SYNOPSIS AS INTRODUCED:
 
20 ILCS 689/35 new
20 ILCS 605/605-1000 new

    Amends the Illinois Renewable Fuels Development Program Act. Creates the Increased Ethanol Content Encouragement Program. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E25 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E25 blended fuel to consumers.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Renewable Fuels Development
5 Program Act is amended by adding Section 35 as follows:
 
6     (20 ILCS 689/35 new)
7     Sec. 35. Increased Ethanol Content Encouragement Program.
8     (a) The General Assembly finds:
9         (1) Due to the increasing cost of motor fuel, gas
10     stations in the State should be encouraged to offer motor
11     fuel blended with 25% ethanol. Increasing the percentage of
12     ethanol in motor fuel will help to reduce the cost of motor
13     fuel.
14         (2) Existing studies show that some higher percentage
15     blends of ethanol may be used in motor vehicles without
16     requiring any modification to the vehicle.
17         (3) Blends of ethanol up to 30% minimally affect gas
18     mileage.
19         (4) Motor vehicle manufacturers are encouraged to
20     continue to expand production of flexible-fuel vehicles.
21     Flexible-fuel vehicles are capable of using any blend of
22     ethanol fuel up to 85% ethanol.
23         (5) Many motor vehicle warranties sanction the use of

1     blends of ethanol up to 10%. Illinois citizens who own
2     motor vehicles that are no longer under warranty should
3     have the option to use 25% ethanol blended motor fuel.
4     (b) The Department may provide information to gas stations
5 in the State encouraging the gas stations to offer E25 blended
6 fuel as an option for customers. The Department may provide gas
7 stations in the State with information on any financial
8 assistance that may be available to subsidize the cost of
9 providing E25 blended fuel to consumers.
 
10     Section 10. The Department of Commerce and Economic
11 Opportunity Law of the Civil Administrative Code of Illinois is
12 amended by adding Section 605-1000 as follows:
 
13     (20 ILCS 605/605-1000 new)
14     Sec. 605-1000. Increased Ethanol Content Encouragement
15 Program. The Department is authorized to provide information to
16 gas stations in the State encouraging the gas stations to offer
17 E25 blended fuel as an option for customers. The Department may
18 provide gas stations in the State with information on any
19 financial assistance that may be available to subsidize the
20 cost of providing E25 blended fuel to consumers.
