SYNOPSIS AS INTRODUCED:

30 ILCS 500/45-57 new

Amends the Illinois Procurement Code. In awarding contracts, requires that a preference, not to exceed 10%, be given to a bidder or offeror that spends a specified amount on health insurance premiums for its employees.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Procurement Code is amended by adding Section 45-57 as follows:

(30 ILCS 500/45-57 new)

Sec. 45-57. Employer health insurance. In awarding contracts, a preference shall be given to a bidder or offeror who provides health insurance for its employees. The preference shall be a reduction in the bid or offer in an amount equal to 1% of the bid or offer for each $1,000,000 spent on employee health insurance premiums by the bidder or offeror in the 12 months preceding the month the bid or offer is submitted, but in no case shall the preference exceed 10%.
