SYNOPSIS AS INTRODUCED:
 
515 ILCS 5/20-82 new

    Amends the Fish and Aquatic Life Code. Requires the Department of Natural Resources to establish a one-year pilot project to stimulate the bulk harvest of Asian carp in the Illinois River and to increase the number of native fish. Requires coordination with commercial fishermen. Sets prices per pound. Contains other provisions. Repealed on January 1, 2010. Effective immediately.

1     AN ACT concerning fish.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Fish and Aquatic Life Code is amended by
5 adding Section 20-82 as follows:
 
6     (515 ILCS 5/20-82 new)
7     Sec. 20-82. Asian carp reduction; pilot project.
8     (a) The Department shall establish a one-year pilot project
9 to stimulate the bulk harvest of Asian carp in the Illinois
10 River and to increase the number of native fish.
11     (b) The pilot project shall include the development of a
12 scientific plan to reduce or remove Asian carp from the river
13 system.
14     (c) The Department shall coordinate with commercial
15 fishermen to establish procedures to monitor and record
16 harvests under the project.
17     (d) The Department shall set a minimum price for Asian carp
18 at $0.10 per pound from November 2008 through April 2009 and
19 $0.12 per pound from May 2009 through October 2009.
20     (e) The Department is authorized to enter into contracts
21 for the administration, staffing, materials, and equipment
22 necessary for the project. The Department may expend up to
23 $0.05 per pound for these contracts.

1     (f) This Section is repealed on January 1, 2010.
 
2     Section 99. Effective date. This Act takes effect upon
3 becoming law.
