SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.37 new

    Amends the Illinois Public Aid Code. Creates the Medicaid Reform Commission to study all aspects of the Illinois medical assistance program, the Children's Health Insurance Program, and the Covering ALL KIDS Health Insurance Program and to make recommendations for a restructuring of those programs to improve the delivery of health care services in a fiscally sustainable manner, addressing issues that include, but need not be limited to, provider reimbursements, payment cycles, case management, and access to care. Provides for 8 voting members appointed by the Speaker and the Minority Leader of the House of Representatives and by the President and the Minority Leader of the Senate. Provides for ex-officio, nonvoting members. Requires the Commission to report its recommendations by July 1, 2009. Effective immediately.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.37 as follows:
 
6     (305 ILCS 5/12-4.37 new)
7     Sec. 12-4.37. Medicaid Reform Commission.
8     (a) The Medicaid Reform Commission is created. The
9 Commission shall consist of the following 8 voting members:
10         (1) Two members of the Illinois Senate appointed by the
11     President of the Senate.
12         (2) Two members of the Illinois Senate appointed by the
13     Minority Leader of the Senate.
14         (3) Two members of the Illinois House of
15     Representatives appointed by the Speaker of the House of
16     Representatives.
17         (4) Two members of the Illinois House of
18     Representatives appointed by the Minority Leader of the
19     House of Representatives.
20     If a vacancy occurs, it shall be filled by an appointment
21 by the person who appointed the member whose office became
22 vacant.
23     The Commission shall elect 2 co-chairpersons from among its

1 voting members.
2     The following shall serve as ex-officio, nonvoting members
3 of the Commission:
4         (5) The Director of Healthcare and Family Services or
5     his or her designee.
6         (6) The Director of the Governor's Office of Management
7     and Budget or his or her designee.
8         (7) The Secretary of Human Services or his or her
9     designee.
10     (b) The Commission shall begin to conduct business upon the
11 appointment of a majority of the voting members.
12     (c) The Commission shall study all aspects of the Illinois
13 medical assistance program under Article V of this Code, the
14 Children's Health Insurance Program under the Children's
15 Health Insurance Program Act, and the Covering ALL KIDS Health
16 Insurance Program under the Covering ALL KIDS Health Insurance
17 Act and shall make recommendations for a restructuring of those
18 programs to improve the delivery of health care services in a
19 fiscally sustainable manner. The Commission shall address
20 issues that include, but need not be limited to, provider
21 reimbursements, payment cycles, case management, and access to
22 care.
23     (d) The Commission shall report its recommendations to the
24 Governor and the General Assembly by July 1, 2009.
 
25     Section 99. Effective date. This Act takes effect upon
26 becoming law.
