SYNOPSIS AS INTRODUCED:

New Act

Creates the Ronald Reagan Centennial Commission Act. Provides for the establishment of the Commission, consisting of the Mayor of Dixon and members appointed by the legislative leaders, to coordinate the State's commemoration of President Reagan's 100th birthday in 2011. Effective immediately.

AN ACT concerning government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Ronald Reagan Centennial Commission Act.

Section 5. Commission established.

(a) The Ronald Reagan Centennial Commission is established, consisting of 9 members as follows: the Speaker and Minority Leader of the House of Representatives and the President and Minority Leader of the Senate shall each appoint 2 members and, ex officio, the Mayor of the City of Dixon, Illinois.

(b) Commission members shall serve without compensation but shall be reimbursed for their reasonable and necessary expenses from funds appropriated for that purpose.

(c) The Commission shall select a chairperson from among its members. The Commission shall meet as frequently as necessary, at the call of the chairperson.

(d) The Illinois Historic Preservation Agency shall provide the Commission with staff support.

Section 10. Purposes and responsibilities. The Commission's purposes and responsibilities shall include, without limitation:

(1) elevating the centennial of Ronald Reagan's birth to a high profile bipartisan event;

(2) recognizing Ronald Reagan as the only United States President born and raised in the State of Illinois;

(3) stimulating and encourage the creation and growth of programs about Ronald Reagan;

(4) highlighting and publicize the institutions in the State that are connected to Ronald Reagan and their impact on his life;

(5) working with and coordinate statewide organizations and groups commemorating Ronald Reagan's 100th birthday;

(6) encouraging communities and citizens to support and get involved in the commemoration; and

(7) working with other state Reagan Memorial Commissions and the national Commission in developing a nationwide plan for the celebration of President Reagan's 100th birthday in 2011, including work with Illinois school districts on appropriate ceremonies to mark the successful conclusion of the Cold War and President Reagan's service to the United States.

Section 15. Report. The Commission shall annually report on its activities to the Governor and General Assembly on or before December 31 of 2008 through 2011.

Section 99. Effective date. This Act takes effect upon becoming law.
